This position serves our partners at the Minnesota Department of Revenue (DOR). MNIT DOR helps manage the state’s revenue collection systems and administers state tax laws. The team is responsible for powering technology that collects over $30 billion annually.

As an Application Developer at the Information Technology Specialist 4 (ITS4) level, you will responsible for developing and implementing computer solutions for the Department of Revenue (DOR). The position will develop procedures for the solution of well-defined business problems, and then converting these procedures into applications, programs, and processes necessary for the desired computer solutions.

The primary work focus is on DOR systems application development and support. Specifically, the position is responsible as a Java and Web Developer for the development, enhancement, testing and implementation and/or retirement of complex information technology solutions and services delivered to the Department of Revenue (DOR). You will serve as a subject matter expert to analyze, design, develop and deliver applications to support the DOR applications, transactions and data architecture. You will be leader on the application development team, which includes playing a role in technical leadership and mentoring.

As an Application Developer at the Information Technology Specialist 5 (ITS5) level, you will be responsible for senior technical leadership for for the Java development staff for analysis, development and implementation of computer solutions for the Department of Revenue (DOR). As the subject matter technical expert, oversee and perform the programming tasks of the greatest scope and complexity. The position is also responsible for analyzing well-defined business problems, and then converting these procedures into applications, programs, and processes necessary for the desired computer solutions.

The primary work focus is lead developer for DOR systems application development, support. Specifically, the position is responsible as a Senior Java, Azure and Web Developer for the development, enhancement, testing and implementation and/or retirement of complex information technology solutions and services delivered to the Department of Revenue (DOR). This Java developer and will serve as the focal point for DOR’s technical experts at analyzing, designing, developing, delivering and supporting custom enterprise applications to support DORs users, processes, transactions and data architecture. This position is a key senior technical leader for the Java development team, which includes playing a role in technical leadership, setting technical strategy, code review, reviewing system documentation, establishing training plans and mentoring by working with other programmer analysts and web developers.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St Paul, Minnesota.

  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume.

At the ITS4 level:

This position requires a minimum of four (4) years of IT experience with application programming and development, coding techniques, and file structure design.

Experience must include:

  • Experience using Razor, JavaScript, VSCode.

  • Experience using .NET, Visual Studio, HTML, CSS, XML, XSLT, PowerShell and SQL.

  • Experience with Azure, Azure DevOps, GitHub.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

A Master‘s degree in Information Technology or a related field substitutes for three years of experience, related Bachelor‘s degree substitutes for two years, or related Associate‘s degree substitutes for one year.

At the ITS5 level:

This position requires a minimum of five (5) years of IT experience with application system design, program design, coding techniques, file and database structure design.

Experience must include:

  • Experience using Razor, JavaScript, VSCode.

  • Experience using .NET, Visual Studio, HTML, CSS, XML, XSLT, PowerShell and SQL.

  • Experience with Azure, Azure DevOps, GitHub.

  • Leadwork experience, including providing direction and mentoring staff.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

A Master‘s degree in Information Technology or a related field substitutes for three years of experience, related Bachelor‘s degree substitutes for two years, or related Associate‘s degree substitutes for one year.

Preferred Qualifications

  • Azure Cloud fundamentals with one (1) or more years of experience with Azure application hosting

  • Experience with .NET, Object-Oriented design and programming, and DB integration techniques

  • Information Analysis and Logical Thinking

  • Effective verbal and written communication skills, ability to write documentation and proposals

  • Understanding of Source Control systems principles and use

  • Familiarity with cost benefit analysis; ability to estimate .NET module implementation effort

  • Experience with automated testing development, processes, and procedures
