Join the MDH to lead American Indian health equity program performance, assessment, and evaluation of activities with the Office of American Indian Health.

Working as the American Indian Health Equity Research Scientist, you will:

· Provide research, statistical and evaluation expertise for evaluation activities relevant to American Indian public health initiatives .

· Apply your quantitative and qualitative scientific research, methodology, and analysis skills for the planning, designing, implementation, analysis, interpretation, and reporting of American Indian health equity processes, programs and grant initiatives.

· Develop and scope out pertinent American Indian health equity-related research and evaluation opportunities; collect, compile and conduct complex and highly technical research using data analysis and statistical tools; integrate qualitative approaches; ensure quality assurance of data; design and develop instruments and tools; and draft findings and/or recommendations for diverse audiences.

· Collaborate with the OAIH team, American Indian community partners, other scientists, evaluation experts and epidemiologists across MDH to plan and coordinate data, research, and evaluation projects.

· Lead dissemination of findings by writing reports and articles for publication and sharing the results with American Indian Tribal nations and urban American Indian communities , OAIH, MDH colleagues and other key partners.

· Promote equity framework in engagement with American Indian Tribal nations and urban American Indian communities.

This position is eligible for telework dependent on business needs and supervisor discretion to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, Fergus Falls. Travel to the St. Paul or district office location may be required.

Minimum Qualifications

Four years of experience conducting American Indian health research and/or evaluation, laboratory analyses in an analytical or research program in Environmental Chemistry, Organic Chemistry, or Clinical Chemistry.

OR

Experience in data science, analytics, interoperability, data equity, informatics, business intelligence, artificial intelligence, and data strategy, data modernization, governance and research.

  • Experience in data collection with proven abilities in survey implementation and focus group facilitation.

  • Experience in database management.

  • Experience using software for data analysis with both primary and secondary data.

  • Experience in creating clear and concise data visualizations such as tables, graphs, and maps.

  • Experience with Microsoft Office Suite (Word, Excel, PowerPoint).

Qualifications to further be assessed during the interview process:

  • Deep understanding of Tribal data sovereignty and Indigenous evaluation frameworks.

  • Comprehensive knowledge of public health and social determinants of health and/or the intersectionality in population health with the ability to develop research methods that measure health inequities.

  • Demonstrated ability to write reports, research findings, articles, and grant-related outcomes in a clear, concise, and understandable form.

A degree in public health, sociology, race or gender studies, informatics, or related field may count towards professional experience as follows:

Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associate degree may substitute for six months of experience.

Preferred Qualifications

  • Advanced knowledge of qualitative and/or quantitative health equity research methods, including and not limited to, social epidemiology, predicative analysis, survey design.

  • Working knowledge of statutory rules for data collection, data management and policies and procedures related to data retention.

  • Experience using software such as ArcGIS, Tableau, Atlas TI, Nvivo, SPSS, STATA.

  • Ability to apply a culturally competent perspective and approach to evaluation and research practice.
