The Financial Management Division within the Minnesota Department of Health (MDH) is looking for an Agency Financial Operations Assistant Division Director (ADD) who will work collaboratively with the Division Director/Chief Financial Officer to ensure that financial operations, activities, and goals are met and operating within the parameters of applicable federal and state laws and rules and agency mission and strategic plan expectations.

This position exists in a collaborative relationship with the Division Director to ensure appropriate stewardship of MDH financial resources through centralized accounting and procurement services, oversight of cash management and fiscal analysis for the governor and legislature, budget analysis and trend planning for agency receipts and operations, division change management and communications. This position also works with the Division Director and section managers to lead process improvement efforts that increase efficiency, documentation, and effectiveness by continually improving all financial management processes to better serve the needs of the agency. This role has a strong focus on relationship management, stakeholder and customer engagement and satisfaction, strategic partnership, process management and change leadership.

Work includes primary responsibilities to:

  • Manage the day-to-day functions of the Financial Operations team and Financial Project Management and Communications team. This includes overseeing strategic planning for section-level activities to ensure optimal performance and accomplish agency objectives and create performance measures so that services are well developed, efficient, strategic, and of the highest quality and integrity.

  • Develop, manage, own, implement, communicate, and continually improve financial processes, policies, standard, and practices, including leading division performance management reporting. Ensure strong internal controls exist in all processes.

  • Support the Director's efforts to direct the activities of supervised work units to assure the overall effectiveness of the programs and consistency with statutory mandates and department objectives and to assist the Director and division managers and supervisors with performance management issues.

  • Serve as division change management and communications director.

  • Lead and manage the provisions of quality service and products from the financial management staff to customers, ensuring high level customer experience and quality service in functional areas to all managers and supervisors.

  • Ensure that the division achieves an acceptable level of readiness in the planning for and recovery from emergency events so that the public, first responders, and recovery personnel are protected.

Candidates residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota may have the option to telework; however, telework schedules are based on the unit's operational needs and are at supervisory discretion.

Minimum Qualifications

Four (4) years of management and leadership experience in accounting, auditing, budgeting, financial reporting and/or grant functions; sufficient to plan, organize, and direct human and fiscal resources to achieve fill productivity under changing circumstances including experiences in the following areas:

  • Experience in the development of public sector financial policy, budgets, funding strategies, grants administration and related functions.

  • Experience identifying and analyzing systematic and procedural problems that result in ineffective use of resources as well as in specific cases where intervention or facilitation is indicated.

Minimum Qualifications to be assessed during the interview process:

  • Excellent interpersonal, verbal, and written communication skills to establish effective working relationships with and communicated necessary information to employees, managers, supervisors, customers, and peers.

  • Previous experience preparing and delivering reports, writing contract language, and writing policies and procedures.

  • Ability to model and represent agency values regarding diversity and inclusion to staff.

Preferred Qualifications

  • Knowledge of Statewide Integrated Financial Tools (SWIFT), state procurement and contracts, and accounting principles sufficient to perform the job duties effectively.

  • Experience building reports in the State of Minnesota's Data Warehouse/OBIEE system.

  • Thorough knowledge of Governmental Accounting Standards Board (GASB) pronouncements; governmental accounting practices; and federal and state laws relating to governmental accounting.

  • Extensive analytical, planning, project management and problem-solving skills.

  • Strong performance management and continuous improvement skills.

  • Creativity, flexibility, independence, and breadth of knowledge as well as familiarity with internal controls, audit requirements, and accounting principles.
