The Department of Natural Resources is seeking to fill one (1) Accounts Receivable Director position, at our central office in St. Paul, MN.

This position exists to direct and manage accounts receivable/revenue management operations consistent with statewide laws, Minnesota Management and Budget (MMB) policies, and DNR policies and procedures. This position consults and guides the department's cross-disciplinary accounts receivable/revenue management activities and related policy development. This position is the representative of the agency for accounts receivable/revenue management operations.

Responsibilities Include but are not limited to:

  • Direct the agency’s accounts receivable/revenue management operations activities including leadership, policy setting, and transactions at a statewide level so that federal and state laws are adhered to, statewide and department policies and procedures are followed, conflicts of interest do not arise, consistent with senior management direction and the DNR mission.

  • Manage and supervise the accounts receivable services within OMBS to ensure that actions support the DNR mission and work assignments are completed in an efficient and expedient manner.

  • Plan, develop and direct fiscal operations and services with regards to accounts receivable revenue management operations. Ensure financial transactions comply with generally accepted accounting principles (GAAP), state and federal laws, and state accounting policies.

  • Perform other duties as assigned to assure efficient and effective operations of the accounts receivable services.

This position may be eligible to telework, which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require some work in our central office location in St. Paul, MN on an occasional basis for meetings, training, onboarding, etc. or as needed by supervisor.

Minimum Qualifications

  • Four (4) years of accounts receivable experience with demonstrated knowledge of generally accepted accounting principles and practices (GAAP) sufficient to direct, plan, and develop accounts receivable revenue management operations.

  • A bachelors degree in business, accounting, finance, or closely related field may substitute for one (1) year of experience.

  • Supervisory experience sufficient to effectively hire, lead, motivate, develop, foster teamwork, assign work, evaluate, discipline, reward, and manage direct reports.

  • Knowledge of Word Processing software such as, Microsoft Word, Excel and other data base programs.

  • Communication skills sufficient to communicate policies, procedures, and standards effectively and to maintain effective working relationships with managers, public, and employees.

  • Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.

  • Ability to research and interpret relevant laws sufficient to effectively inform and direct staff, and agency leadership.

  • Ability to analyze, and identify a problem, sufficient to recommend improvements and solutions.

  • Ability to work under extreme time pressures generated by budget, fiscal cycles, department management, the Govenor's Office, and the Legislature.

Preferred Qualifications

  • A bachelors degree in business, accounting, finance, or closely related field.

  • Two (2) years of Supervisory experience sufficient to effectively hire, lead, motivate, develop, foster teamwork, assign work, evaluate, discipline, reward, and manage direct reports.

  • Experience with statewide accounting system (SWIFT), Oracle E-Business Suite Revenue Management and Billing (WIRES) or other similar large ERP and revenue management accounting applications.

  • Knowledge of state, and federal laws, rules, regulations, and procedures regarding accounting and budgeting.
