Overview

This is an ideal position for a systems analyst professional who will achieve high-quality products. Serving as a Business Systems Analyst, you will support complex technical efforts with a product mindset for a web-based system for the United States Treasury. You will work with web developers, Product Owners, and business owners, and you will report to the Product Manager of a Treasury business-line in the Product Organization.

You will break down epics and features into user stories and test cases, test functionality, help manage the product backlog, maintain the product's knowledge base, mockup web-pages, develop process flows and activity diagrams, and elicit feedback from customers.

The Business Systems Analyst is experienced with user story mapping, elaboration, and directly participating in detailed analysis and data modeling discussions. Product functionality normally involves multiple epics and requires partner communications. You will work directly with users, the leadership team, and the sponsors of the product. The partners for this product are geographically dispersed.

Responsibilities

  • Be a product expert and contribute to scrum team(s) by refining the product backlog, including creating user stories, clarifying defects, detailing acceptance criteria, data definitions, and validation rules.

  • Develop mockups of web pages, process flows and activity diagrams outlining the system impacts

  • Support data analysis activities, using SQL queries, to support feature/story development.

  • Participate and facilitate sessions for planning program increments, sprints and other Agile ceremonies.

  • Communicate business and technical goals, including their associated value to important partners (Fiscal, Agency, FRB)

  • Troubleshoot production issues, test defects and work with FRB and Fiscal Service partners or end-users towards resolution or workaround.

  • Maintain the system (business and technical) knowledge base including security matrices, interface specifications, state diagrams, process flows/activity diagrams, and other product documentation

  • Support scrum team(s) in defining test strategy/scenario discussions and testing activities

Qualifications

  • Bachelor's degree or commensurate experience

  • 5+ years' proven experience performing Business Systems Analyst activities

  • Experience with iterative development methodologies (e.g., RUP, Agile, or SAFe)

  • Experience working with a development team, Product Owners (or equivalent), and partners at all levels

  • Experience refining epics/features into supporting stories

  • Experience with process modeling, relational databases, and SQL

  • Experience testing applications including functional, security, system and integration, and accessibility

  • Experience with prototyping tools such as Axure, HTML Editor, or Adobe Dreamweaver

  • Experience with microservice-based architectures a plus

  • Candidates with less experience may be considered at a lower job grade and salary

  • Travel (5%)

  • US Citizen or lawful permanent resident with three or more years of US residency
