--Job Description----JOB PURPOSE/SUMMARY:Responsible for the regional implementation of the safety and quality management systems to ensure safety and compliance with the goal of maintaining operational excellence. Maintains a culture that fosters continuous improvement and works hand in hand with operations and boat operators in doing so. This position ensures that all accidents and incidents are reported, followed up on, near misses are investigated, conducts investigations as appropriate, completes internal and external audits including those required by the ISM Code, ISO Code, OCIMF, TMSA, OVMSA, OVID and SIRE, manages environmental programs, provides input for management reviews, monitors the master's review process, provides training where needed, tracks non-conformities until resolution, develops lessons learned, and provides input for continuous improvement.Manages the safety communications program including issuance of weekly safety emails and newsletters. Manages HELM for all related safety, environmental, health, and security matters. Acts as the company subject matter expert for these areas and supports other superintendents to ensure compliance in these areas as appropriate.Pro-actively engages with and supports operations including boat operators to ensure they are successful in implementing the safety and quality management systems.ESSENTIAL FUNCTIONS:* Manages regional implementation of the safety and quality management system.* Supports (near miss) incident reporting for the specific region. Ensures that trends are identified and communicated back to the boat crews.* Ensures that incidents of interests are investigated and partners with operations while doing so. Coordinates and where needed assists with or completes investigations in accordance with the safety management system requirements.* Completes internal and external audits as required by the ISM Code, OCIMF, TMSA, OVMSA, OVID and SIRE. Ensures that internal audits are focused on supporting boat operators in understanding the safety and quality management system implementation, feel supported in doing so, and recognize that well written non-conformities and observations and serve continuous improvement. Engages with the compliance manager in executing this responsibility.* Regional management of change administrator.* Tracks non-conformities / observations and investigation recommendations which stem from internal / external audits until resolution.* Manages environmental programs such as facility storm water management program where applicable in the region and engages with the compliance manager in in executing this responsibility.* Provides inputs for the compliance manager as it relates to safety metrics, management, masters and other reviews as appropriate.* Conducts on the job safety/environmental training as needed and oversees safety and regulatory training.* Develops and distributes safety alert bulletins.* With the assistance from regional operations and engineering prepare vessels and facilities for internal and external audits. Provides input for continuous improvement* Develops, tracks, and manages the implementation of corrective and preventative actions identified in audits, incident investigations, near misses and safety observations* Manages regional vessel and facility waste and HAZMAT compliance as per federal, state and other regulatory requirements* Oversees regional compliance with local OSHA standards for aspects such shoreside heavy equipment certifications, compliance in the use of respirators and as
