Job Description

This position is responsible for coordinating the underwriting, due diligence, approval process, and oversight of the Community Re-Investment Act (Non-Tax Credit) Investment Portfolio for the entire U.S. Bank footprint.

The primary objective of these investments is to support and ensure access to credit opportunities that support the revitalization or stabilization of low- and moderate-income individuals and communities. This investment product is used by U.S. Bancorp Community Development Corporation and U.S. Bank Corporate Social Responsibility to help fulfill the Bank’s CRA mission, Equity Agenda and Strategic Priorities and is eligible for CRA credit in the year the investment is funded as well as each year it remains on our books.

A successful candidate for the CRA Investment Portfolio Manager position will demonstrate the ability or potential to:

  • Manage investment opportunities that align with USB’s corporate social responsibilities and/or USB’s Racial Equity Agenda, in partnership with Specialty Finance, USB Corporate Social Responsibility, and other internal stakeholders.

  • Collaborate with internal partners/sponsors to complete due diligence, underwriting and approval process for new investment opportunities.

  • Engage internal legal counsel for Investment Closing and Onboarding. Close and disburse investment funds

  • Portfolio Management: Maintain comprehensive files for each client, in a consistent manner to allow for easy access of pertinent data. Communicate and escalate any performance concerns/potential impairments and/or charge offs to manager

  • Risk & Compliance Tracking & Reporting: Distribute monthly summary to internal stakeholders. Complete year-end CDAT (CRA Reporting) reconciliation of investment portfolio and provide to CRA Exam Team.

  • Maintain Risk & Reporting Summary - monitoring client profitability, net worth and risk rating. Complete quarterly data attestation for accuracy of various reporting requirements

  • Integrate merger and acquisition related investment into existing portfolio

  • Backup support for other Specialty Finance related functions as needed.

Basic Qualifications

  • Bachelor's or Master's degree, or equivalent work experience

  • Five to seven years of commercial lending experience

Preferred Skills/Experience

  • Strong understanding of CRA policies, regulations, and compliance

  • Strong relationship management and business development/sales skills

  • Well-developed analytical and problem-solving skills

  • Thorough knowledge of credit and credit quality

  • Thorough knowledge of bank products and services

  • Ability to work effectively with individuals and groups in managing customer relationships

  • Excellent presentation, verbal and written communication skills

  • Previous small business banking experience
