This position is located at Waters Edge in Roseville. The incumbent will have the flexibility to work in the office or a hybrid schedule. The incumbent will be required to report onsite at least once/month but may be required to work onsite more depending on business needs. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor.

This position is responsible for providing critical interdisciplinary expertise and direction to the planning, programming, and preliminary design of Metro District state highway projects to advance state and regional transportation goals and priorities through:

  • Identifying bicycle and pedestrian facility and accommodations to be implemented along and across the State Highway System

  • Serving as a district expert on meeting active transportation needs

  • Leading related intra-and interagency coordination

  • Managing program funding for District bicycle and pedestrian improvements

Work includes managing and assisting the development and review of project studies, scoping documents, and environmental documentation; leading the development of District pedestrian and bicycle plans, policy, and investment strategy; acting as the District representative for related statewide plan development; oversight of staff teams and consultant services; prioritizing allocation of program funding and developing protocols and procedures for their application and expenditure.

Minimum Qualifications

Three years advanced professional transportation planning experience. A Bachelor’s or Master’s degree in Planning, Geography, Urban Studies, Sociology, or Political Science substitutes for six months of experience.

The advanced professional experience must include:

  • Experience applying current state and national best practices for bicycle and pedestrian planning, facility design, and ADA compliance to plans, and projects.

  • Experience developing and managing transportation plans.

  • Experience working with state and local agencies, governmental and professional associations, business interests, advocates, the public, and others involved in transportation, land use, environment, and economic development planning and regulations.

  • Experience with spreadsheet and database applications.

Preferred Qualifications

  • A Bachelor's degree in Planning, Geography, Urban Studies, Sociology, or Political Science AND five (5) years' increasingly responsible professional experience, including a minimum of two (2) years transportation planning work focused on bicycle and pedestrian facility planning.

  • Demonstrated program management capabilities, including assignment of investment priorities, identification of funding candidates, allocation of available resources, inclusion in applicable transportation improvement program (TIP/STIP) documents, and related project implementation monitoring.

  • Knowledge of and experience working within statewide, District-level, modal office, and regional (MPO) planning frameworks.

If advanced to the finalist pool, in addition to the preceding minimum qualifications you will be assessed on criteria during a job interview including but not limited to the following :

  • Written and oral communication skills sufficient to communicate clearly, logically, and persuasively for audiences ranging from technical peers and work teams to transportation stakeholders, local decision-makers and the public.

  • Excellent team building skills and ability to work effectively in interdisciplinary teams.

  • Human Relations skills to build and maintain positive working, relationships with key stakeholders, peers, and the public; ability to build consensus among/between groups with varied or conflicting goals.
