This position exists to perform the development and administration of the master contract and work orders for the Watershed Program. The incumbent will work with program staff to define the scope of work and incorporate technical requirements into various contracts to support program needs. The incumbent is responsible for completion of all forms and documentations associated with the development of contracts and negotiating the contracts with eligible vendors. The incumbent will conduct audits and evaluate contract program and procedures. The incumbent will also implement contract policy and procedures for the Watershed Division.
The incumbent will assist and provide back-up to the federal Clean Water Act Section 319 grant program coordinator in managing the Section 319 grant program and the Clean Water Partnership loan program. The incumbent will also manage a comprehensive financial monitoring, reconciliation and verification program that meet state statutes and federal regulations. This work is performed in concert with resource managers at all levels of government and from non-governmental organizations.
The incumbent will provide support for Watershed Program database management including managing program data to ensure electronic data are received, processed, verified, transmitted and available for analysis and reporting. The incumbent will also provide assistance for the division’s webpage and document management needs.
Minimum Qualifications
Two (2) years of professional contract and or grant development experience;
OR
Three (3) years of contract and or grant development at the para-professional level.
A Bachelor's degree in Accounting, Business Administration, or a closely-related field may substitute for one (1) year of experience;
Excellent oral and written communication skills.
Ability to be highly organized, determine priorities, balance a variety of duties at the same time and work under time pressure.
Excellent human relations skills in order to maintain effective working relationships with management, faculty and staff.
Demonstrated problem solving skills.
Experience with Microsoft Office applications including Excel, Word, SharePoint, Teams and Outlook.
Possess a valid Driver's license (see additional requirements).

Preferred Qualifications
Knowledge of state and federal laws, rules, regulations, executive orders and procedures regarding contract development and administration.
Experience with developing guidance or providing training on contracts/grants management.
Database skills sufficient for accurate data entry and data management.
Familiarity with Statewide Integrated Financial Tools (SWIFT), OnBase and/or Tempo databases.
Knowledge of audit procedures and internal controls.
Experience working in environmental protection, water resources, or related environmental field.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
