The Director for Advancing Contracting Equity leads and coordinates the district’s efforts to implement contracting and procurement practices that result in more prime contracts awarded to small businesses owned by women, indigenous, persons of color, veterans, and small businesses in rural parts of the state, especially contracts under $250,000.
The responsibilities of this position include but are not limited to:
• Managing unit staff and budget.
• Providing subject matter expertise to agency leadership, managers, other state agencies, and tribal and local governments regarding equity related to contracting and procurement practices.
• Participating in strategic planning and policy analysis around contracting equity goals.
• Building networks across state and local agencies, the contracting community, and the wider construction marketplace.
• Overseeing the development and delivery of training to ensure district and office personnel understand the selection and administration of purchasing/procurement options that foster small business participation.
• Analyze data and present information and reports to agency leadership, district leadership, project managers, and other personnel on MnDOT’s contracting with under-utilized small businesses to aid in decision-making and strategic planning.
• Collaborating with communications and public outreach personnel and other MnDOT offices on strategies and materials for communicating MnDOT’s commitment to contracting equity to increase customer trust and attract more small businesses to work with the state.
• Representing the agency at conferences and advisory committees to promote understanding, learning, and collaboration.
The work location of this position is the Water’s Edge building in Roseville. The incumbent will have the flexibility to work in the office or a hybrid schedule of at least two days/week in office and the remainder teleworking. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor.
Minimum Qualifications
Two (2) years of managerial experience OR three (3) years of professional supervisory experience OR four (4) years of advanced professional experience demonstrating the following:
Knowledge of construction contracting and purchasing practices
Knowledge of business and workforce development strategies in the construction industry
Preferred Qualifications
Knowledge of MnDOT’s investment practices, strategic planning, and risk management
Experience developing and managing a budget
Experience supervising staff
Knowledge of working with Tribal, State, Federal, and Local Partners
