This position is responsible for directing Metro District’s capital transportation investments through the establishment and management of the following plans and programs:

  • Capital Highway Investment Plan (10 year)

  • Area Transportation Improvement Program (4 year)

  • State Road Construction Budget (current fiscal year)

The position is accountable for planning, scoping, funding, programming, and budgeting to administer Metro District’s annual highway construction program ($300-$500 million) and has the authority to exercise broad discretionary powers to ensure that transportation investments are scheduled and funded within State and Federal requirements and fiscal constraints. Additionally, the position serves the District and Department as a technical expert in transportation capital investment and planning, and leads or participates in national, state, and local transportation investment and planning committees and task forces as well as serves on District and Department management teams to support the agency vision and mission.

The work location of this position is the Water’s Edge building in Roseville. The incumbent will have the flexibility to work in the office or a hybrid of in office and teleworking. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor.

Minimum Qualifications

Two years managerial experience OR three years professional supervisory experience OR four years advanced professional experience in transportation planning or transportation project delivery that demonstrates the following:

  • Experience with multimodal transportation planning and urban planning concepts.

  • Experience with the pre-construction project development process including scoping and federal and state environmental review processes and requirements.

  • Familiarity with federal and state transportation funding processes and understanding of the scope and constraints of federal transportation funds.

Preferred Qualifications

  • Experience making capital investment decisions based on transportation data analysis and performance measures.

  • Experience developing a transportation capital program comprised of multiple funding types (e.g., federal funds, state funds, local funds).

  • Experience developing policy-level transportation plans and engaging leadership and stakeholders for input into the planning process.

  • Knowledge of civil engineering principles and practices.
