This position exists to provide an efficient purchasing service for materials, supplies, equipment and services for Rochester Community Technical College. Responsibilities include, but are not limited to: manage the purchase ordering process, create contracts for purchases as required by Minnstate policies, conduct request for proposals and contracts for various needs of the college, maintain an accurate inventory of equipment and sensitive items, and serve as the Rochester Community College Rish Management Coordinator. This position follows existing Minnstate and the Rochester Community and Technical College purchasing policies and procedures.

Responsibilities

  • Administer the Rochester Community and Technical College purchase order process to ensure delivery of the proper items, meeting all quality standards, specifications, verification of purchase method, receive bid information and notify vendor of bid award. Conduct / originate request for proposals and contracts for professional services along with Staff training for other employees.

  • Establish and assist with negotiating all contracts for the College including Professional/Technical, Services, Income, Maintenance, Software, Master Service Agreements, and MOA's. Work in conjunction with General Counsel to ensure the college is in compliance with the policies and statutes of the State of Minnesota.

  • Coordinate RCTC's Inventory and Risk Management operations. Ensure accurate documents are received, funds received are posted accurately and RCTC is in compliance with all items.

  • Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.

Minimum Qualifications

  • Two years of experience in a supporting role of purchasing or accounting; a bachelor's degree can substitute for 1 year of experience; an associate degree can substitute for 6 months of experience.

  • Working knowledge of purchasing principles including a thorough understanding of Request for Proposals and Request for Bids.

  • Sufficient vocabulary and writing skills to construct professionally written contracts, purchasing manual and other business documents.

  • Ability to read and comprehend a variety of materials including Minnesota Statues, bid responses, and Minnesota State policies.

  • Communication skills necessary to open and maintain effective and positive vendor relationships.

  • Skills to operate modern office machines, and also proficiency with personal computers and software including Microsoft Office package and E-mail.

  • Excellent customer service skills.

Preferred Qualifications

  • A thorough understanding of SWFT and the Minnesota State purchasing and accounting system.

  • Knowledge and understanding of the relationship between cost centers, general ledger and bank accounts.

  • Familiarity with College policies.

  • A thorough knowledge of procurement policies and procedures for the State of MN, Minnesota State and Rochester Community and Technical College.

Additional Requirements

In accordance with the Minnesota State Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State's vehicle use criteria and consent to a Motor Vehicle Records check.
