Pearson Test Development Manager in Raleigh, North Carolina

Role Summary

The Test Development Manager assists Program leadership and partner teams in the delivery of a successful Statewide Kindergarten through High School student assessment system.

The Test Development Manager (TDM) provides broad-based assessment solutions and is knowledgeable of scholarly aspects of assessment measurement and systems. This team member is an expert in the item/stimulus and test development process for paper and online modalities.

The TDM is fluent in assessment literacy and able to discuss, design, and inform assessment solutions. The most successful Test Development Managers have classroom experience and understand how student performance foundations and trends are reflected in assessment design. End-to-end client support will be provided through excellent collaboration with other teams.

The Test Development Manager is required to exercise independent judgment in methods, techniques, and evaluating criteria for obtaining results and should be instrumental in the development and implementation of assessment solutions.

Duties and Responsibilities:

The Test Development Manager provides leadership throughout the contract life cycle for state-wide content and assessment development.

  • Provides assessment leadership and client consulting on successful assessment design and content development

  • Drives long-term content development, asset planning, and execution

  • Serves as the primary point of contact to the customer and cross-functional teams, vendors, and partners for project-level content development requirements

  • Demonstrates a fundamental understanding of State Assessment Standards and Blueprints and how different test designs influence assessment systems to internal teams and client

  • Applies knowledge of Psychometric principles related to test construction, data review, and standard settings to inform development

  • Ensures item and test specifications adhere to the content and test development procedures needed to implement assessment solutions

  • Participates in the development and delivery of client educator committee meetings

  • Establishes and fosters positive and productive relationships with internal resources, vendors, project partners, and external customers

  • Troubleshoots item and test development technical issues and leads team in mitigating issues for the future

  • Provides content development risk mitigation and contingency planning

  • Responsible for helping resolve schedule delivery challenges

  • Maintains detailed project financial planning and management including labor and NSDC forecasting

Qualifications

  • Master of Education or equivalent experience preferred. Bachelor's degree required

  • A minimum of five years of educational testing and assessment industry experience is required. Experience in multi-stage adaptive test designs and alternate assessment experience is highly desired

  • A minimum of five years of professional experience managing cross-functional teams is required. Must understand team dynamics and foster a positive team environment.

  • A minimum of five years of professional experience in a client-facing role is required.

  • Classroom teaching experience is highly valued

  • Experience in the English Language Learning and/or Special Education field is required

  • Knowledgeable of education principles, pedagogy, and trends, and their connections to assessment

  • Adaptable to various systems and tools used to manage labor forecasts, project financials, project schedules, and item bank

  • Skilled at forming cohesive, productive, motivated teams by utilizing strong negotiation skills and implementing motivational strategies

  • Excellent project planning and organizational skills, including the ability to coordinate a variety of different projects and individuals and to adapt to unforeseen and unexpected requests or changes in priorities, are required

  • Possess outstanding verbal and written communication skills and be able to provide solutions to a variety of audiences including extended leadership teams and clients

  • Skilled at client-relationship management to include scope management, client satisfaction, problem response and resolution, and risk management

  • Excellent analytical and problem-solving skills

  • Ability to use time-management and organizational skills to effectively manage multiple and changing priorities for yourself and project team

  • Demonstrate self-motivated learning and eagerness to seek out trustworthy resources independently

  • Ability to travel throughout the year and particularly in the summer months
