Job Summary

This position:

• Analyzes pipeline compliance/integrity management records, reports, inspections, plans, policies, procedures, and records management (including Public Awareness and Liaison Programs, pertaining to State and Federal regulations), and in conjunction with gas transmission, distribution, and storage.

• Coordinates development and review of pipeline compliance/integrity management plans, policies, and procedures, including overall process for document review and documentation archival.

• Requires the ability to exercise independent judgement and decision-making in planning, organizing, and conducting all outreach programs and emergency exercises with emergency officials and fire departments.

• Assists with records management in ensuring audit readiness.

• Coordinates State and Federal pipeline safety audits, including reviewing and presenting records to auditors.

• Monitors and coordinates creating, distributing, and notifying all jurisdictional pipeline compliance inspections to operations and supervision, ensuring compliance with time constraints outlined in 49 CFR Part 192.

• Monitors and coordinates preparing all required notifications and reports, as required by 49 CFR Parts 191/192.

Responsibilities Include:

• Responsible for the collection, tracking, and real-time reporting of all North Carolina Public Awareness efforts, including Liaison visits and Operational Readiness training.

• Reviews Liaison materials and programs to assure data integrity and accuracy.

• Monitors Public Awareness program activities to ensure compliance with federal, state, and local authorities.

• Coordinates Public Awareness and Liaison Programs in assigned geographic location.

• Interacts with local emergency response agencies including fire department, police departments, sheriff departments, 911 centers, government agencies, neighborhood associations and schools on behalf of the company in an effort to increase awareness and adherence to our Public Awareness programs.

• Attends Public Awareness and Liaison Programs council meetings and actively participates in community events to ensure Public Awareness and Liaison Programs is a top priority.

• Acts as intermediary between field supervisors and Fire Department leadership on Public Awareness and Liaison Program work.

• Reviews and analyzes performance data to identify best practices and standardize processes.

• Assists in identifying negligent Fire Departments and facilitates any state Public Awareness and Liaison Program enforcement procedures.

• Develops, coordinates, and conducts periodic Operations Readiness Training for field Operations employees in each assigned gas service territory

• May be required to be on-call to respond to pipeline emergencies, collect data, and interface with regulatory agencies.

• Performs other duties as requested or assigned.

This position reports to the Company’s South Raleigh (preferred), Chapel Hill, OR South Durham Operations Center in North Carolina.

Required Knowledge, Skills, Abilities & Experience

Minimum of 5 years of construction, utility, or emergency response experience, or equivalent combination of education and/or experience.

• Ability to problem solve and analyze data as it related to pipeline compliance, compose reports, letters, and documentation for internal and external customers using proficient formal writing skills and general ability to prioritize assignments, and to work with large volume of documentation.

• Ability to demonstrate self-motivation by working independently and as part of a diverse team

• Practical understanding of budget planning and cost management

• Demonstrated ability to communicate both orally and in writing in a competent and professional manner

• Interpersonal relationship skills with internal and external customers and ability to communicate effectively, orally and in writing. May be required to be on-call to respond to pipeline emergencies, collect data, and interface with regulatory agencies.

• Ability to understand and work within the company’s organizational structure

• Exceptional leadership, organizational, project management, and prioritization skills to achieve results and meet established deadlines

• Ability to accurately complete a variety of required paperwork in a timely manner and meet designated deadlines

• Strong computer skills including experience with Microsoft Office (Word, Excel, Outlook) and related software

• Analytical skills to identify trends, analyze data, identify process improvement opportunities and monitor activity and performance

• Ability to adapt to a changing business environment

• Ability and willingness to work outside of normal business hours and travel across the assigned company territory. Some overnight travel will be required.

Preferred Knowledge, Skills, Abilities and Experience:

• 2 years of project management experience

• Knowledge of natural gas Operations, Transmission, and Distribution system and Liaison activities

• Knowledge and experience using SAP

• Knowledge of common safety policies and procedures

• Knowledge of applicable government codes and regulations

Bilingual (Spanish) candidates

Education Requirements

Bachelor's Degree in related discipline (such as: Business, Gas Operations, Technology), OR

Associate's Degree in related discipline (such as: Business, Gas Operations, Technology) and 2+ years of experience, OR

High School diploma or equivalent and 4+ years of experience

Preferred: Bachelor’s Degree from a recognized college or university in related field (such as: Business, Gas Operations, Technology). Other disciplines may be substituted for the preferred discipline(s) listed.

Licenses, Certifications, or Quals Description

Must have a valid driver’s license with a safe driving record.

Other Working Conditions

Ability to perform the physical requirements of the job including walking, climbing, stooping, bending, and prolonged standing is required

• Must be able to respond to occasional emergencies on nights, weekends, and/or holidays.

• Work is primarily performed in an office environment; however, duties may occasionally be performed outside in varying weather conditions.

• Travel with some overnight stays will be required.

• Position supports the entire North Carolina natural gas service territory.

• Company vehicle will be provided (subject to change based on business need).
