Job Summary

The Federal Civil Works Project Manager will play a key role in building the Black & Veatch Civil Works practice. The role will focus initially on the pursuit and capture of new contracts to support the practice, and over time it will transition into a seller-doer role with focus on both pursuit and execution of Civil Works projects.

Key Responsibilities

Proposal & Capture Management (50%)

• Assist with Marketing, Sales, and Capture Management for Civil Works (CW) to build a thriving and sustainable program

• Play a key role on proposals, client interviews and presentations.

• Ability to interface with clients to quickly build trust and confidence in team’s ability to execute scope.

• Maintain relationships with key clients (USACE) and identify potential opportunities for additional new business.

• Support contract negotiations and reviews as needed

Provide strategic direction to frame overall program and what and how we pursue projects (30%)

• Research and understand our client’s technical and programmatic needs. Communicate this needs to our internal Civil Works Community of Practice.

• Utilize knowledge of USACE processes and their program to build an understanding within B&V of how we can best assist USACE, where our strengths best align with USACE needs, and identify areas of additional technical competence or for teams to fill our gaps.

• Use local knowledge and relationships within the AE Design industry to build key relationships and teams that will make B&V more competitive and result in winning new work.

• Become an active member of local SAME Posts in strategic Districts. Use this to build relationships with our client and with key members of Industry. Also, use this to expand our understanding of opportunities to expand the Civil Works program.

Project Management (20%)

Fulfill our needs as a “Seller – Doer.” Initial focus will be more on winning new contracts and expanding our business and transitioning to managing the execution of projects once we start winning specific Task Orders.

Management Responsibilities

Acts as a project manager. Among responsibilities is management of a project team. The individual comprising this team may vary by project.

Preferred Qualifications

Assigned to projects for U.S. Government Agency/Department clients. Candidate must be a U.S. Citizen.

• Previous experience with the Great Lakes, Ohio River, as well as other USACE regions and districts

• Previous experience with heavy Civil Works infrastructure

• Professional Engineer

• PMP Certification

• Ability to build trusting relationships with both internal and external stakeholders

• Strong communication skills (verbal & written)

Minimum Qualifications

Executive Order 14042, associated federal safety protocols for federal contractors, issued on September 24, 2021, requires covered contractors and subcontractors who work with the federal government to ensure their employees are fully vaccinated for COVID-19 by an FDA approved or authorized COVID-19 vaccine, or are approved for a medical or religious accommodation by January 18, 2022. Bachelor of science degree.
