Job Description:

Contract and Efficiency Analyst plays a key role in supporting the management of maritime services contracts for Bukom Marine Operations . He/she evaluates and monitors contractor HSSE capability & performance to improve and sustain site HSSE performance. He/she acts as an enabler to further improve cost performance and contract management and deliver benefits identified with Business Improvement Reviews. He/she supports the creation and follow-up on efficiency and value enhancement initiatives / projects for the Bukom Marine Department.

The responsibilities of the Contract and Efficiency Analyst are as follow:

  • Monitor contractor performance to ensure compliance with contract terms and conditions

  • Review of HSSE policy for the contracts and ensure compliance to HSSE requirements

  • Work closely with Contracting & Procurement in the development of maritime services contracts from contract strategy to implementation and monitoring

  • Provide on-going support during contract implementation, solicit feedback from end-users and evaluate contract performance for continuous improvement

  • Collaboration with all stakeholders in various relevant functions and businesses to understand the requirements and use the information to monitor and drive the efficiency of own department and maritime contractors

  • Management of Business Review Meetings, HSSE Engagements and KPI’s

  • Maintain up-to-date documentation supporting the contractor management process including but not limited to Contractor Management Plan, HSSE Plan, Action Items and KPI

  • Ensure follow up and closeout on any action items raised

  • Gathering, Rationalizing & Analysing KPI’s including but not limited to the performance data, business targets, HSSE Targets and Operational targets for Bukom Marine Department & Contractors

  • Monitor contract spend against Approved Contract Value (ACV). Produce monthly/quarterly and annual reports on HSSE / Business performance of Bukom Marine Department contractors

  • Facilitate the monthly contract review meeting with the PUDT

  • Supporting the creation of Efficiency & Value Enhancement communication plans

  • Supporting each phase of the structured continuous improvement methodology

  • Maintaining the progress updates of Bukom Marine Department Value Enhancement Project/Initiative Portfolio

  • Providing analysis and operational support for special projects relating to Bukom Marine Department activities

  • Designing, coordinating and supporting data systems for, and analysing all information pertaining to, the Contractor Management and Value Enhancement

  • Meeting the requirements of the Leadership and Commitment Manual of the HSSE & SP Control Framework;

  • Be mindful of HSSE and Social Performance (SP) risks

  • Demonstrate visible and felt HSSE & SP leadership through measurable actions

  • Motivate, coach and develop your people in effective HSSE & SP management

  • Hold individuals Accountable for their HSSE & SP behaviours and performance

Dimension:

Pulau Bukom Manufacturing Site runs about 20 million tons per year of crude and feed-stocks; all inputs come in via SBM or wharves and all outputs via undersea pipelines & wharves. Bukom manufacturing site consists of a complex balancing / trading refinery fully integrated with an Ethylene Cracker Complex.

Pulau Bukom Manufacturing site has one of the largest maritime risk exposures in Shell DS. Bukom being an island refinery relies heavily on maritime transportation for the safe and efficient movement of cargoes, materials and most importantly personnel.

Pulau Bukom has 14 main wharves for cargo transfer and are capable of accommodating vessels with size ranging from small coastal to Suezmax. These wharves handle a variety of cargoes including crude oil, dirty products, clean products, chemicals, pressurised LPG, ethylene, sulphur and drummed bitumen. In addition to these wharves, Bukom also operates a Single Buoy Mooring (SBM) which is located approximately 5km southeast of Pulau Bukom, capable of accommodating Very Large Crude Oil Carrier (VLCC). The SBM is the main facility for crude intake into Bukom.

Bukom Marine Department is the contract holder for all Maritime Services Contracts for Bukom and some supporting other sites in Singapore (total 9); most of which are high risk and business critical contracts. This role requires working in close collaboration various departments and end users at the Bukom Manufacturing Site and Efficiency team in the shipping and maritime organization. It is very important that the incumbent develops and maintains an excellent working relationship with internal and external stakeholders to ensure planned delivery.

Requirements:

Qualification:

  • Diploma/ Degree in Business Administration with minimum 5 years of experience

  • Formal education in Contracting and Procurement will be an advantage

  • Lean Sigma Green Belt training will be an advantage

Experience:

  • Experience working in Contracts & Procurement or Business Excellence – Continuous Improvement team will be an advantage

  • Experience in maritime operations or refinery operations will be strongly preferred

Skills:

Work hours:

Maritime Contracts and Efficiency Executive is a day staff position but may be called in to the site outside office hours in urgent or emergency cases. Fatigue management and work life balance remains a key focus to ensure health and wellbeing of all.

Due to the diversity of the staff at site (Shell and Contractor Staff) ability to speak other local languages of the region is an added advantage
