If you pride yourself on strategic evidence-based decision making, and excellent program management, this may be the opportunity for you.Background:The Health Care Authority’s mission is to provide high quality health care through innovative health policies and purchasing strategies.The Clinical Quality and Care Transformation (CQCT) Division is responsible for designing and implementing clinical policy; conducting oversight and monitoring of all clinically related programs; and communicating with stakeholders, providers, plans, and delivery system partners on clinical activities and issues.Position Objective:This position serves as the Pharmacy Unit’s lead for operations and planning to assure that the needed systems and infrastructure are in place to achieve the Unit’s purpose. This includes planning, operational oversight and support, project management, decision support, program management and Apple Health fee-for-service pharmacy operations management.The Pharmacy Unit Manager is responsible for a broad range of pharmaceutical purchasing and policy development activities and projects including designing value-based alternative payment models and evidence-based purchasing strategies across HCA’s book of business.This position provides primary oversight to the Washington State Prescription Drug Purchasing Consortium, the Drug Price Transparency Program, Apple Health pharmacy benefit systems, Pharmacy Unit project implementation and management and the operations of the Apple Health fee-for-service. The PDP Manager reports directly to the Chief Pharmacy Officer (CPO).Some of what you will do:This position’s purpose is to assure that all programs and projects within the Pharmacy Unit operate smoothly and efficiently and to support a statewide prescription drug purchasing strategy and the design and delivery of the pharmacy benefits to the Employee and Retiree Benefits (ERB) health plan members and the Washington Medicaid Program.Operating processes that are documented, in alignment with the legal, financial and program needs.Performance measures to indicate the degree to which program and projects are meeting the objectives are developed and regularly monitored. Appropriate actions are taken to address gaps in performance.Implementation of complex, broad-scope pharmacy strategies that are on time, in scope and on budget.Timely and high-quality analysis and response to new or developing initiatives.An evidence-based “preferred drug list” (PDL) to control prescription drug costs without reducing quality.A Prescription Drug Price Transparency program to collect and analyze data relating to the cost and pricing of prescription drugs.Policy and technical review of program development opportunities.Required Qualifications:Bachelor’s degree in business administration, health administration, public administration, law, or related field or comparable combination of graduate education and experience.Four or more years’ experience working at a health plan, pharmacy benefit manager, or pharmaceutical manufacturer or with a local, state or federal government entity that purchases or provides health care to members.Advanced knowledge and expertise in the consumer and suppl
