The COVID-19 Isolation Hotel Program emerged as a public health intervention to mitigate current and prevent future community spread, as well as respond to social support needs of those exposed to COVID-19. Particularly, individuals who are homeless, living in crowded or congregate housing, or whose family and/or landlords decline to have them return out of fear of potential exposure to COVID-19. Isolation hotels offer a culturally competent supportive environment for continued recovery from exposure to COVID-19, as well as the protection of others in home environments from exposure to COVID-19. Our isolation hotels were founded on the premise that all suspected or confirmed COVID-19 positive individuals will require some modicum of physical, emotional, social, and family support to aid their recovery.

Community Care is a division of New York City Health and Hospitals that provides community-based health care services including Health Home and Care Coordination, Certified Home Health Care (CHHA)/ Care Management, and Outreach/Engagement. We have over 600 clinical and non-clinical staff embedded throughout the NYC H+H enterprise who service over 9,000 patients located in group/private homes, as well as those without housing in the four boroughs.

PURPOSE OF POSITION
The Site Director is a member of the senior leadership team and is accountable for the operational and administrative management of an isolation hotel program administered by New York City Health + Hospital/Community Care. The Site Director is the primary liaison to clinical, operational, and executive leaders; ensures compliance with policies, procedures, and guidance issued by governing bodies and regulatory agencies; ensures appropriate escalation of clinical and non-clinical issues related to monitoring and support of discharged patients/guests; oversees the supervision and management of staff ensuring compliance with training, time and leave, and code of conduct policies; ensures the management of the inventory of supplies and equipment; daily management and reporting of the census and other relevant metrics.
RESPONSIBILITIES
Serves as a senior liaison to NYC Health + Hospitals acute care hospitals and clinics, and hotel operations and clinical staff; hotel management; and Community Care senior management, for the operations of the isolation hotel program.
Leads and directs daily program operations in accordance with the expected operational framework; directs staff and resources in their everyday work including relaying information during pre-shift huddles.
Oversees the implementation of program directives and policies for operations, discharged patient/guest services, quality assurance, and clinical monitoring and support including wellness checks, in a fast-paced environment.
Ensures appropriate staffing levels and integration of staff into the NYC Health + Hospitals organizational structure and culture. Assists with the recruitment, scheduling, development, and retention of high-performing team members.
Evaluates personnel's ability to perform job duties effectively; oversee completion of daily operations reports and create daily reports for senior management. Provides guidance and assistance with staff performance, conduct, or other issues.
Ensures the completion and maintenance of timely and accurate documentation of operations including discharged patient/guest roster, room/bed availability, and clinical monitoring and support.
Oversees discharged patient/guest intake/admissions, transfer, and discharge processes as per established protocols. Oversee the delivery and storage of medications, including Narcan (Naloxone) and Methadone (for self-administration by discharged patient/guest).
Ensures inventory of supply and equipment stock levels are adequate and orders are requested/received on time and escalate as needed.
Ensures that vendor relationships are working well and that the quality of vendor services is as expected and consistently so. Liaise with the vendor as needed to address any issues or concerns as they arise.
Participate in telephone and onsite meetings, and training as needed. Report out on any anomalies or incidents that occurred during the shift during huddles and other meetings. Document and submit incident reports for any incident involving patients, staff, or others to the central operations leadership of the hotel program.
Achieve and maintain operational efficiency and effectiveness by monitoring compliance with standard workflows and leveraging electronic platforms/tools. (e.g., Epic/GSI) in keeping with NYC Health + Hospitals' legal, regulatory, programmatic, and operational expectations.
Perform all duties within HIPAA regulations.
Any other duties as required.

JOB REQUIREMENTS:

Minimum Qualification Requirements
Bachelor's Degree in Art or Science with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in hospital administration from an approved college or university; and,
Four years of administrative experience and background at responsible management and administrative levels; or,
An equivalent combination of training, educational background, and experience in related fields and educational disciplines; and,
Knowledge of fundamentals of hospital organization, administration, and standards, regulations, and laws applicable to hospital operations. Knowledge of principles of business and personnel administration, management functions, and support service functions and ability to direct and supervise personnel.
Additional Strongly Preferred Qualifications
Master's Degree in Art or Science with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health
Behavioral health, substance abuse, and/or NYS Department of Homeless Services experience".
Well-versed in the business and social aspects of healthcare systems, operations, customer service, marketing, compliance, and ethics.
Demonstrated cultural competence, strategic and analytical skills, including the ability to analyze complex situations, learn quickly, and synthesize corresponding solutions, options, and action plans.
Creative problem-solving skills, including the ability to identify areas of common ground across potentially competing points-of-view.
Excellent communication skills, including written and oral presentation skills, with the ability to engage, build credibility, and engender trust across all levels of an organization.
Ability to work well under the pressure of deadlines, prioritize responsibilities, handle multiple tasks simultaneously, and delegate responsibilities when appropriate.
Proficiency in Microsoft Office Suite (including but not limited to Word, Outlook, Excel).
Proficiency/experience working within electronic health record (EHR) systems.
