Department: The Corporate Ethics and Compliance Department (“CEC”) manages the firm’s compliance risks to prevent violations of law, rule, or regulation, and designs and delivers a compliance risk management framework that maintains risk levels within the firm's risk appetite and protects the franchise. CEC is a risk-based department, focused on emerging risks, and providing constructive challenge to the business and functions, partnering closely with them to implement strong processes and effective controls, as well as to better foster and embed a culture of compliance. CEC monitors trends and changes in regulations and develops and implements firmwide and divisional policies and procedures.

The Role : The Head of Compliance Governance Framework will be responsible for building an enterprise-wide framework for Regulatory Change Management (RCM), Policy Governance and Compliance Training at MetLife, reporting directly to the firm’s Head of Employee Compliance, Compliance Governance & Emerging Risk. Creating a framework for RCM, Policy Governance and Compliance Training is a critical component to both MetLife’s compliance risk management program and ensuring roles and responsibilities for managing compliance risk are clearly defined across the company.

The role will take a centralized, coordinated approach to managing the regulatory inventory and changes, in addition to leading the development and implementation of the framework for understanding the applicability and impact of compliance risk associated with legal obligations and regulatory requirements. The role will be responsible for maintaining an up-to date view and consistent tracking of MetLife’s material legal and regulatory obligations and supporting the assessment of the required business changes to adhere to rules and regulations. Responsibilities include defining and developing the framework and governance, enforcing adherence to change management processes and maintaining an inventory of regulations and laws that is accessible to all relevant functions.

The Head will also be responsible for establishing a framework for the development, content, and periodic review of MetLife’s policies and related documents to establish consistent standards. The framework will drive accountability, adherence, and expectations across the three lines of defense. Specific responsibilities include designing and developing standards for all MetLife policies and procedures and how they should be governed, enforcing the compliance with relevant policies and procedures, and maintaining an inventory of policies and procedures that is accessible to all relevant businesses and functions.

In addition, the Head will design and implement a framework for assessing mandatory compliance training needs resulting in the annual delivery of the mandatory CEC training curriculum. The incumbent will also lead the team that will partner with Subject Matter Experts across CEC, Legal, HR, and Corporate Communications to develop and deliver mandatory global compliance trainings such as Privacy, Anti-Financial Crimes and Sales Practices.

The incumbent will leverage data and technology to ensure enterprise-wide adherence to compliance standards. In addition, he/she will work closely with stakeholders throughout Compliance, Risk, Audit, Technology, Legal and the Business to evaluate and enhance current programs to develop more scalable, sustainable, and automated internal compliance capabilities and processes, playing a key role in managing compliance risk.

Key Responsibilities:

The Head of Compliance Governance Framework: RCM, Policies, Training will be responsible for operationalizing compliance standards, processes, and responsibilities across the enterprise, including:

  • Work with Compliance, Legal, function and business leaders to define and implement strategic enterprise-wide frameworks for governing all regulatory changes and inventory management, compliance training, and MetLife policies and related documents

  • Lead RCM implementation workstream activities as they relate to establishing and rolling out RCM process requirements, horizon scanning, inventories of legal and regulatory obligations, as well as RCM governance.

  • Drive RCM activities into a sustainable business-as-usual framework

  • Oversee the design and development of relevant RCM reporting and related metrics for management

  • Enhance global communications and governance of key regulatory changes impacting multiple jurisdictions

  • Manage the relationship with MetLife’s horizon scanning vendor

  • Establish an inventory of all firm policies and related documents that is maintained centrally in MetLife’s GRC platform

  • Develop and implement enterprise-wide standards for policies and related documents

  • Develop a process to manage the timely recurring review and approval process for policy documents

  • Develop and implement policy quality assurance practices to ensure firm-wide standards are followed

  • Establish and manage the annual CEC mandatory training needs assessment and resulting training curriculum

  • Deliver consistent enterprise and targeted compliance training and communications reinforce compliance policy requirements.

  • Partner with stakeholders across Compliance and Legal to implement and configure appropriate IT solutions to support governance activities as well as a global policy library for staff to efficiently search for and access all policies and related documents

  • Develop and deliver presentations for senior management and other relevant committees to report on the progress and status of the Governance frameworks

  • Serve as an influential member of the CEC organization, driving solutions across lines of defense

Candidate Qualifications:

Essential Business Experience and Technical Skills:

  • Minimum 10 years of experience in related business (insurance/financial services) in compliance, legal, audit or related role

  • Experience working with Governance, Risk, and Compliance (GRC) solutions, preferably IBM OpenPages

  • Strong background and exposure to RCM and Policies governance frameworks

  • Be highly organized with strong written and verbal communication skills, maturity, and presence to interact with members of MetLife’s senior leadership

  • Proactive, commercial and solutions oriented, intellectually curious, operates with a sense of urgency

  • Excellent written and verbal communication skills

  • Ability to coordinate across lines of business and organizations to influence actions

  • Extensive industry experience, with strong compliance background

  • Ability to identify risks and apply strategies to minimize them

  • Ability to manage complex projects to a successful outcome

  • Ability to navigate complex and competing goals and interests to achieve results
