Position : AVP, Head of Compliance Testing, Monitoring, and Risk Assessment

Job Location: 200 Park Ave or Tampa, FL

Department: The Corporate Ethics and Compliance Department (“CEC”) manages the firm’s compliance risks to prevent violations of law, rule, or regulation, and designs and delivers a compliance risk management framework that maintains risk levels within the firm's risk appetite and protects the franchise. CEC is a risk-based department, focused on emerging risks, and providing constructive challenge to the business and functions, partnering closely with them to implement strong processes and effective controls, as well as to better foster and embed a culture of compliance. CEC monitors trends and changes in regulations and develops and implements firmwide and divisional policies and procedures.

The Role : The AVP, Head of Compliance Testing, Monitoring and Risk Assessment will be responsible for managing the Compliance Risk Assessment and Testing & Monitoring groups, reporting directly to the firm’s Head of Enterprise Compliance Programs. This role will drive, in partnership with Operational Risk, the implementation and evolution of the non-financial risk framework into a sustainable first line owned capability with meaningful insight into risks and controls. This individual will play a critical role in developing the view of compliance risk and the methodology for evaluating and prioritizing compliance risk within the non-financial risk framework, driving the requirements and overseeing the implementation, measurement, and monitoring of a CEC risk appetite statement and the quarterly trigger framework to help businesses and functions develop effective strategies and controls to mitigate their compliance risks. Additionally, this role will lead the development of an enhanced framework for CEC testing and monitoring activities across the enterprise, helping to create a testing and monitoring plan that is strategic, risk-based and scoped effectively.

The role will be responsible for thought leadership and global coordination, as well as oversight and reporting regarding compliance risk. In addition, the role entails people management, understanding of global requirements and influencing across the enterprise to evolve the existing compliance framework. The individual will also be responsible for identifying opportunities and driving enhancement, ensuring consistency in the implementation of the framework and acting in a global capacity.

Key Responsibilities:

In this role, the candidate will be responsible for operationalizing the compliance risk framework, standards, and processes, including:

  • Develop the view and methodology for evaluating and prioritizing compliance risk within the non-financial risk framework

  • Drive the requirements and oversee the implementation, measurement, and monitoring of CEC’s risk appetite statement and trigger process

  • Drive the implementation of the non-financial risk assessment in partnership with Operational Risk

  • Build and implement an integrated strategy for risk-based testing, monitoring, and surveillance to assess the adequacy of 1st line controls

  • Maintain the annual global CEC testing and monitoring plan, including the coordination of a biannual refresh and reporting on testing and monitoring results to senior leaders

  • Enhance and maintain guidelines for testing, monitoring, risk assessment, and issue management activities

  • Identify and implement training as needed on compliance risk management

  • Develop, maintain and (as needed) present materials describing the compliance risk management framework to senior audience including, but not limited to, Functional / Business Leads

  • Serve as an influential member of the CEC organization, driving solutions across lines of defense

  • Be highly organized with strong written and verbal communication skills, maturity and presence to interact with members of MetLife’s senior leadership

  • Interacting with senior line of business and Enterprise leaders to drive action and address key compliance risks faced by MetLife.

  • Reports to: SVP & Head of Enterprise Compliance Programs

  • Direct reports/team : 4-5 direct reports, team of 8-10

  • Key Stakeholders : Leadership across Compliance, Risk, Audit, Technology and the Business

Candidate Qualifications:

Essential Business Experience and Technical Skills:

  • Minimum 10 years of experience in related business (insurance/financial services) in compliance, legal, audit or related role

  • Experience with testing and monitoring or risk assessment processes in a regulated, global financial institution

  • Proactive, commercial and solutions oriented, intellectually curious, operates with a sense of urgency

  • Excellent written and verbal communication skills

  • Ability to coordinate across lines of business and organizations to influence actions

  • Extensive industry experience, with strong compliance background

  • Ability to identify risks and apply strategies to minimize them

  • Ability to manage complex projects to a successful outcome

  • Ability to navigate complex and competing goals and interests to achieve results

  • Organized with excellent attention to detail
