Associate Director of Human Resources Operations - HR Manager (Current CUNY Employees Only) POSITION DETAILS The CUNY Graduate School of Public Health and Health Policy (SPH) seeks to provide a collaborative and accessible environment for excellence in education, research, and service in public health, to promote and sustain healthier populations in NYC and around the world, and to shape policy and practice in public health for all. Established in 2016 as a one of CUNY?s independent graduate schools, GSPHHP offers a range of innovative master's and doctoral degree programs and is accredited by the Council on Education for Public Health. Reporting to the Director of Human Resources, the Associate Director of Human Resources Operations will assist the Director in the management of the HR office and operations. This is an excluded position. Duties include but are not limited to: Oversees the daily operations of the HR office; Assists the Director in strategic planning of Office initiatives to establish and meet departmental goals, enhancing administrative efficiency and customer service; Supervises full-time and part-time HR staff; Manages the recruitment and hiring process for CUNY SPH; Develops and maintains the School?s Human Resources Information Systems (HRIS), overseeing all HR-related processes in CUNYfirst, Payserv, and other systems; Oversees the adherence to and compliance with the contractual provisions for full-time and part-time instructional and classified civil service staff Oversees the management of electronic personnel records, including time and leave records Ensures the preparation, monitoring, and timeliness of various HR- related actions and reports, managing cyclic audits and accuracy of data Maintains a comprehensive and up-to-date a Human Resources website for the School; In the Director?s absence, represents the School on HR-related matters to internal and external constituencies. Performs other duties as assigned. Note: Until further notice, this position is eligible to work a hybrid schedule both remotely and in the office. QUALIFICATIONS Bachelor's Degree and six years' related experience required. OTHER QUALIFICATIONS A preferred candidate should have: Master?s Degree in Human Resources Management, Public Administration, Business Administration, Higher Education Administration or a related field. Previous CUNY, higher education and/or public sector experience in human resources management. Knowledge of relevant state and federal employment laws and regulations and compliance requirements related to public sector employees, benefits, and employment-related immigration matters. Experience working in a unionized environment with multiple collective bargaining agreements. Experience with HR Information Systems (e.g., Oracle, PeopleSoft, CUNYfirst, Payserv) Proficiency with MS Office applications Demonstrated project management experience. Proven track record of implementing quality control procedures and systems to assure accurate, timely and complete information collection and management. Strong interest and experience in developing, implementing and managing systems designed to automate and streamline administrative processes and improve customer service Ability to manage, analyze and summarize data and produce accurate, succinct and well- organized reports. Exceptional oral and written communication, customer service, and organizational and problem-solving skills. Strong work ethic with attention to details, results-oriented and proactive. Ability to work in a fast-paced environment, multi-task and prioritize effectively, and respond to work under pressure. Ability to collaborate with colleagues and work as part of a team. Ability to interact effectively with all levels of personnel with diplomacy and tact while maintaining confidentiality and high ethical standards. Experience supervising, training and mentoring staff. Demonstrated commitment promoting a culture of life-long learning, and to learning new skills and undertaking new challenges. Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology Manages staff responsible for carrying out operations in the Human Resources office Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements Provides outreach to employees and provides communications such as meetings, newsletters, and web sites Compiles accurate and well-organized reports Assists management with developing policies, procedures, and programs to support Human Resources' objectives Performs related duties as assigned.
