Position Summary The Center of International Earth Science Information Network (CIESIN) located at the Lamont-Doherty Earth Observatory campus of Columbia University is seeking an Associate Director of Finance & Administration for a full-time career opportunity. The Associate Director of Finance & Administration reports and supports the Director and Center in business planning, project management and finance-related decision-making and drives efforts to improve the Center?s financial and organizational sustainability. This position manages the life cycle of projects led by principal investigators (PIs) and keeps projects on target, on budget, and in compliance. The Associate Director supervises finance and administrative personnel, reviews and approves financial transactions and administrative actions, and oversees proposal preparation and budget processes. Responsibilities Provide strategic financial planning and forecasting by capturing and analyzing data to inform financial decisions and recommendations to CIESIN Director and Management Committee on the sustainability of the Center?s fiscal position and responsibilities. Utilize budget analysis and modeling to forecast future financial needs/resources including staffing levels. Effectively manage the life cycle of funding sources assigned to PI portfolios of work and serve as the key administrative point of contact for the progress of each project. This includes evaluating progress against objectives, targets, and performance indicators. Ensure that progress reports and financial reporting are completed in a timely and efficient manner in compliance with applicable requirements. Supervise Center administrative and financial staff and coordinate their support for contracts, grants and Center administrative functions. Oversee budget development by Center PIs, finance manager and grants coordinator for proposals to a wide range of federal and non-federal organizations as well as potential donors and other sponsors. Promote success by working closely and collaboratively with funder contacts and administrative leaders in ongoing relationships with the Pre and Post Award teams and Development offices. Provide leadership with budget process, monthly financial reconciliations, financial reporting, salary assignments, quarterly financial attestations statement submissions, and audit and compliance issues; monitor the budget and fiscal operations, including long- and short-term planning, and expense management. Oversee preparation of sub-award and consultancy agreement packages against sponsored projects, working with relevant Columbia University offices as needed. Serve as primary liaison with Columbia Climate School Finance and Administration and other University offices regarding all financial, administrative, and human resource related matters. Oversee effort reporting procedures for Center. Work with Center supervisors on new hires, promotions, and other personnel actions; coordinate and disseminate annual performance reviews and participate in salary increase planning; ensure compliance with applicable human resource policies and procedures including training and documentation needs. Build and maintain productive and professional working relationships with CIESIN staff, Columbia Climate School and Columbia University contacts as well as external stakeholders to enhance the Center?s collaboration on joint efforts, continued funding support, and efficient operations. Maintain current knowledge of policies and best practices for managing federal and non-federal grants and contracts, and applies that knowledge as the in-house expert on grants management. Participate in EI Research Administrative meetings. Perform special projects and represents the Director in meetings/committees as assigned. The Associate Director for Finance and Administration receives minimal supervision by the Center Director. Exercises significant independent judgment and initiative within specific guidelines. Provides supervision of 3 full-time Officer-level Finance and Administration staff. Minimum Qualifications Bachelor's degree in business or related field or equivalent experience and 5-7 years of related work experience required. Master's degree preferred. Preferred Qualifications Experience with applying personnel and administrative policies and procedures in a University or other organization preferred. Other Requirements Experience with financial administration and budget preparation for contracts and grants with Federal and non-Federal sponsors required, preferably related to scientific research. Demonstrated communication, organizational, and interpersonal skills required. Demonstrated skills and proficiency with desktop office applications, especially in using spreadsheets and manipulating them with advanced features and functions for financial planning and budgeting strongly preferred. Experience with enterprise financial management and reporting systems desirable. Experience in working with international organizations, scientists, and staff preferable.
