Minimum Qualifications For appointment to Assistant Attorney 2 (Grade 20):• Admission to NYS BarFor appointment to Assistant Attorney 3 (Grade 22):• 12 months as an Assistant Attorney 2; OR• Admission to the NYS Bar and 12 months of subsequent satisfactory legal experienceFor appointment to Senior Attorney (Grade 25):• Reachable on current Civil Service eligible list for this title; OR• One year of permanent, competitive class service as a Senior Attorney; OR• One year of permanent, competitive class service in a title eligible for transfer under Section52.6 of the Civil Service Law. 52.6 transfers may be considered only if you have passed the NYS Bar exam; OR• 12 months as an Assistant Attorney 3; OR• Admission to the NYS Bar and 24 months of subsequent satisfactory legal experienceAdmission to the New York State Bar and current registration to practice law in New York State is necessary for continued employment. Duties Description NYSIF’s Office of General Counsel is looking to add an Attorney to the Contracts and Procurement team. These attorneys play a crucial role supporting the agency’s business and procedural objectives. The selected Attorney will:• Review the documents (RFP, RFQ, IFB, OGS contracts, NDA’s, and vendor terms and conditions) used in NYSIF contracting and procurement of goods and services. This review includes, but is not limited to, solicitations for bids, evaluation of bids, negotiating contract terms with vendors, handling bidder debriefs, legal research, and providing general legal advice to NYSIF leadership. Agency agreements include the following lines of business: Workers' Compensation Insurance claims, financial, investment, administrative, real estate matters, and information technology agreements.• The Attorney will be required to advise NYSIF leadership on legal issues related to NYS procurement and contract laws in accordance with Workers' Compensation Law, State Finance Law, as well as any applicable communication, directives, and oversight by the Office of the Governor, Office of the State Comptroller, Office of the Attorney General, and Department of Financial Services.• The Attorney will also need to advise internal departments on contractual questions and contractual performance issues.• The Attorney should also expect to be assigned special projects or assist other Office of General Counsel teams as needed.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
