State of Minnesota State Program Administrator Director - Clinical Program Manager in Moose Lake, Minnesota

Job Summary Job Summary The Clinical Program Manager provides administrative and clinical leadership in matters related to clients who are civilly committed to the Minnesota Sex Offender Program (MSOP) in Moose Lake. The Clinical Program Manager collaborates with MSOP Clinical Leadership to develop methods of client and case management which adhere to internal policies and applicable statutes regarding civilly committed individuals, responds to requests and inquiries related to facility clinical matters, and contributes to the development and implementation of essential clinical programming in adherence to MSOP policy, licensing and statutory rules. In addition, the Clinical Program Manager provides policy recommendations or resolution of specific behavioral health delivery problems that are complicated by delivery in a secure treatment setting. In this leadership role, the Clinical Program Manager provides supervision and professional guidance to client resource coordinators and maintains strong working relationships with other clinical and operations staff and serves as a clinical liaison to facility operations staff, committees, and work groups. While acting in a professional manner, the Clinical Program Manager upholds program standards within the context of protecting public safety and treating clients competently, humanely and safely. Primary Responsibilities Include: * Serve as a lead clinical representative and liaison through attendance at and participation in meetings and committees whose function is serving the interest of the program according to policy and application of professional standards. * Provide supervision and direction to maintain integrity of case management and client resource programming, maintain a pro-active approach to minimize conflicts or problems whenever possible. * Exercise supervisory authority so that employees effectively perform assigned duties and achieve annual objectives which includes adherence to applicable labor agreement, plan requirements and statewide employer policies. * Formulate, establish and assure implementation of policies, directives, instructions and internal operating practices so that all areas of responsibility effectively carry out the goals and objectives of the program/department. Qualifications Minimum Qualifications To qualify, applicants must: * Have a Master’s or Doctorate degree in Psychology, Social Work or closely related field; AND * Be licensed or license eligible* as an independent clinical mental health professional (LP, LPCC, LMFT, LICSW) in Minnesota OR be licensed as an independent clinical mental health professional in another state with the ability to obtain Minnesota licensure within six (6) months from date of hire; AND * Have Two (2) years of clinical supervisory experience with mental health and/or sexual offender treatment or assessment OR three (3) years professional-level clinical experience with sexual offender treatment or assessment. * License eligible independent clinical mental health professionals are qualified to be hired on a provisional appointment. Note: Completion of leadership development program such as L4, Emerging Leaders Institute, etc. will substitute for 1 year of professional – level clinical experience. Preferred Qualifications * Supervisory, lead worker, or other leadership experience OR completion of leadership development program (L4, Emerging Leaders Institute, etc.). Knowledge of: * The law, client rights and the criminal justice system sufficient to protect DHS and client rights and ensure public safety. * Comprehensive sex offender philosophy and practices/procedure of sufficient depth in order to support clinical services in MSOP.
