This role is a hybrid work arrangement. Work schedule to be discussed with Hiring Manager according to the guidelines defined by the department.

Your role

The senior specialist will be a key player within the CRTC and Financial Operations team in the ongoing review and maintenance of the financial policies. The role will have to recommend changes and/or updates to existing policies, collaborate with Finance on various matters to determine whether policies, procedures and guidelines, pertaining to accounting principles and applications are being adhered to. They will design, and sometimes provide, training and pertinent tools to support business units. The senior specialist will also schedule, prepare, and execute quarterly procedures, analysis and reports (as required). In addition, they will perform analysis and testing to confirm compliance and adherence to financial policies and directives, provide feedback and assist with the development and implementation of appropriate action plans.

The preferred location for this role is in Ottawa, but we will consider candidates based in Toronto and Montreal as well.

Responsibilities:

  • Works closely with the Senior Manager and the Executive Director in the planning and coordination of the strategy for the ongoing review and update of all Financial policies, procedures and guidelines. Manages/plans his projects toensure successful completion of deliverables on time. Advises the Senior Manager orExecutive Director on time of all significant deviations from the project plans.

  • Prepares preliminary work and analysis of our current policies in comparison with theTreasury Board, other crown corporations or best practices, provides input and makes recommendations.

  • Prepares tools and training and coordinates the communication to launch new or updated policies and related documentation. Provides training or information sessions if required.

  • Monitors the adherence to policies, procedures and guidelines. Interprets policies, procedures and guidelines and provides managers with counsel, advice, and guidance. Based on the established audit plan, conducts scheduled post-audits on financial transactions to determine whether policies are being adhered to on a consistent basis.

  • Prepare proactive disclosure reports.

  • Schedule, prepare and execute quarterly procedures, analysis and reports (asrequired).

  • Support the Senior Manager with corporate finance deliverables pertaining to CRTC reporting and analysis, including; annual CRTC submissions, finance projections associated with CRTC license renewals, TM1 automation and periodic questions/requests from the CRTC, Regulatory Affairs, and/or Communications.

We are looking for a candidate with the following:

  • Professional accounting designation (CPA) or working toward it.

  • Proficiency in English and French.

  • Three to five years of experience in one of the following fields: Policy, Internal Controls over Financial Reporting and Audit.

  • Knowledge, training and experience in thefollowing areas: financial reporting and accounting, IFRS guidelines, financial legislation, financial operations, corporate financial policies and procedures, internal controls and audit practices and protocol.

  • Knowledge and experience working with computer software systems (specificallyMicrosoft Office).

  • Knowledge of SAP software applications and also with various software packages inorder to prepare appropriate reports using illustrative graphs or tables is an asset.

  • Technical writing capacity and strong communication skills are required.
