United Healthcare Community & State is looking to hire three Sr. Director, Medicaid Clinical Program Development and Operations (West Region, Central Region, and East Region). Each position will report to the VP, Medicaid Clinical Strategy, Program Development and Operations. Each position is remote and can be based anywhere in the US, with the ability to travel up to 25% to support our regional health plans.

  • Own the end-to-end development and execution of clinical strategy and programs for the markets in their region

  • Partner with Regional CEOs and market CEOs, CMOs, and HSD to design and manage a portfolio of clinical programs and capabilities including maternity, youth/adolescent, behavioral health, care management, chronic diseases and preventative health

  • Drive clinical program implementation and provide ongoing operations support within a population health and health equity framework for all markets in their Region

  • Customize national portfolio of clinical programs for each specific market in their Region based on their needs and requirements

  • Serve as the lead clinical partner for RFP responses for all markets in the Region

  • Own the design and execution of innovative clinical programs for all products and all markets in the Region

  • Partner closely with leaders in C&S Growth, Clinical Operations, Optum Behavioral Health, United Clinical Services, and C&S health plans to design and deploy innovative clinical programs that drive high-caliber and consistent quality outcomes, member and customer satisfaction, and growth for their markets

Primary Responsibilities:

  • Develop and manage a differentiated regional portfolio of clinical programs and capabilities including evolving current programs from the national portfolio and designing new programs for the markets in their Region

  • Develop new national clinical capabilities and partner with the local health plans to deploy these capabilities in the markets in their Region

  • Own program development and execution end to end including designing new programs, identifying markets to pilot programs, operationalizing programs, continuous improvement, and measuring the results for all markets in their Region

  • Review performance of current clinical programs based on quality outcomes, member experience and ROI and identify opportunities to improve and evolve programs for the markets in their Region

  • Lead a team that manages program portfolios for each market in their Region to improve competitive position and optimal performance while driving the highest quality outcomes for members

  • Collaborate with stakeholders including the Government Programs CMO, C&S Growth, Clinical Operations, Finance, and Health Plan clinical leaders to obtain input and buy-in on development of new clinical programs

Leadership

  • Lead and influence functional partners by fostering collaborative partnerships

  • Communicate and present effectively, listen actively and attentively to others, and convey genuine interest

  • Lead change and innovation by demonstrating emotional resilience, managing change by proactively communicating the case for change and promoting a culture that thrives on change

  • Effectively represent the markets’ needs for their complex populations in national and regional discussions/processes within UHC, including business planning and regular leadership meetings

  • Ensure the market teams have the tools and resources available to meet/exceed all goals

Operations Management

  • Lead and drive large scale initiatives for Medicaid populations, assist with program governance and manage interdependencies, estimate and allocate resources for the markets in your Region

  • Partner with key Clinical Operations and support teams and leaders to define program requirements and expected benefits for clinical programs for the markets in your Region

  • Drive oversight of, and collaboration with key shared services partners including United Clinical Services and Optum Behavioral Health for the markets in your Region

  • Drive high-quality execution and operational excellence by communicating clear directions and expectations for the markets in your region

  • Support the development of operational protocols to verify effectiveness and compliance that exceed the expectations and commitments of Community and State markets

  • Play an active role in implementing innovative solutions by challenging the status quo and encouraging others to do so for the markets in your Region

  • Manage execution by delegating work to maximize productivity, exceed goals and improve performance

Required Qualifications:

  • 7+ years of experience in Medicaid

  • 7+ years of experience designing and implementing clinical/quality programs in a Medicaid health plan environment or equivalent experience

  • 5+ years of experience leading and/or managing people

  • 5+ years of experience working in a matrix organization

  • 3+ years of clinical management experience within a managed care environment

  • Demonstrated successful leadership skills in program execution and people management

  • Expert at strategic conceptualization both at a local level and within the framework of being a part of a national organization

  • Experience designing and implementing maternal and child, or behavioral health/SUD/OUD or chronic disease and preventative health programs for Medicaid populations

  • Expert negotiation, problem solving, planning and decision-making skills

  • Proven experience accurately scoping out projects, sets objectives and goals, develops schedules and resource assignments, measures performance against goals and evaluates results

  • Solid demonstrated ability to lead business initiatives to a successful outcome

  • Solid communicator; capable of effectively presenting ideas and selling concepts and tactics; excellent writer, proven ability to communicate effectively with executives; ability to quickly understand needs and act on those needs; ability to conceptualize and effectuate change management and "out-of-the-box" thinking

  • Proven cross-functional influence and well-developed relationship building skills, willing to take a leadership role driving initiatives, working across organizations and structuring approaches to new opportunities

  • Ability to effectively deal with ambiguity - can effectively cope with change, can shift gears comfortably, can decide and act without having the total picture, comfortably handles risk and uncertainty in a manner consistent with UnitedHealth Group’s core values

  • Demonstrated leadership and hands-on experience, strong leader and motivator with the ability to mentor talent within the organization; able to provide work direction; able to attract and retain top talent

  • Ability to work within the time zone aligned to support the regional health plan

  • Ability to lead and motivate people to achieve agreed-upon results, with a focus on driving disciplined, fact-based decisions and executing with discipline and urgency

  • Possess a flexible and adaptable management style that fosters collaboration and drives strategic alignment with key stakeholders

  • Ability to travel up to 25% within the U.S.

  • Access to high speed internet

Preferred Qualifications:

  • RN, LCSW, or LPN/LVN license and 5+ years of experience in a related field preferred, including prior management experience and clinical, quality, and/or utilization management experience in a managed care setting; or any combination of education and experience, which would provide an equivalent background

  • Leadership experience in the managed care arena on the provider side at a large regional facility of long-term care or healthcare system

  • Solid knowledge of NCQA, CMS, or state guidelines

  • Proven leadership skills in both internal and external environments

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
