In Kansas City, Honeywell Federal Manufacturing & Technologies (FM&T) manages and operates the U.S. Department of Energy/National Nuclear Security Administration’s (NNSA) Kansas City National Security Campus. Summary:

This role supports the overall strategic direction of the Supply Chain Management Center (SCMC) to achieve lowest total procurement and acquisition cost for the Department of Energy (DOE) National Nuclear Security Administration (NNSA) and Environmental Management (EM) sites. This position will assist with the implementation of commodity strategies to leverage the NNSA and EM spend by extending, modifying and recompeting agreements to achieve the desired results for the organization. This individual will be responsible for proactively assisting in the development of sourcing strategies that are aligned with business and program needs and then driving execution of those strategies.

Duties and Responsibilities

• Support the SCMC Strategic Commodity Teams (SCT) for Information Technology, Operating Supplies, Professional Services, and other commodities by assisting with the management of agreements.

• Supports negotiations and management of agreements to leverage buying for multiple sites, negotiate cost savings, follows approved procedures, Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and appropriate supply chain management principles to achieve results.

• Helps assist the Principal Buying Analyst through collaboration across the contractor sites, capitalizing on identified leverage opportunities, modifying, extending, and competing agreements as necessary.

• Helps develops Request for Information (RFI), Request for Proposals (RFP), and actively assist in the support of negotiations and maintenance of agreements.

• Provides the evaluation of supplier quotations utilizing appropriate negotiation and sourcing analysis techniques and the creation and modification of agreements to support the commodity strategy.

• Assist with creating commodity roadmaps enabling the achievement of critical business targets to achieve short-term and long-term business objectives.

• Manages, nurtures, and supports supplier relationships; designs and implements supplier improvement initiatives and resolves critical supplier and site issues.

• Prepare or oversee preparation, administration, and retention of commodity contract files.

• Assist with the agreement management by completing modifications, extensions, and completion of RFP’s to support the Commodity Manager team.

• Analyzes Sourcing Key Process Indicators (KPI’s), spend data, and supplier performance.

• Ability / willingness to travel 25-30% depending on business needs

  You Must Have:

• US citizenship in order to obtain and maintain US Dept of Energy security clearance

• Bachelor’s degree from an accredited program

• Five or more year’s progressive experience in a manufacturing environment with consistent achievement of high-quality results on assigned responsibilities or equivalent related experience

• Knowledge of government contracting requirements including a working understanding of the Federal Acquisition Regulations (FAR), Department of Energy acquisition Regulations (DEAR), understanding of Department of Energy (DOE) Prime Contracts and the impact on the site(s).

• Exhibited successful ability with indirect leadership of diverse teams crafting complex SOWs, negotiating, and deploying large multi-site agreements.

• Knowledge or experience in sourcing fundamentals working with multiple sites to accomplish projects.

• Demonstrated capacity to run advanced negotiations, RFI, RFP, and reversed auctions using eSourcing tools.

• Highly proficient technical skills in MS Office Suite (Word, Excel, and PowerPoint) and knowledge of E-Procurement Applications desired

• Demonstrated capacity to meet aggressive deadlines while achieving solid business results.

• Advanced degree, ISM, CPSM certification, or Six Sigma Green Belt certification.

• Superior computer skills specifically in Excel, Word, PowerPoint, MicroStrategy, Power BI, Tableau, etc.

• Superiority in utilizing strategic integrative thinking, understanding the global commodity landscape, and linking it to sourcing strategies.
