Federal Reserve System Quality Assurance Manager in Minneapolis, Minnesota

The QA Manager is responsible for leadership and career development of both Quality Engineers and Software Engineers within the Solution Design / Delivery department. The role will provide direction and guidance to engineers and other staff members and will be responsible for shepherding the team towards successful on time delivery of projects and other ongoing deliverables in a Scrum or Kanban fashion depending on the needs of the project work. Individuals in this role must have a deep technical background specializing in quality assurance while also being strong collaborators and communicators.

Job Functions:

  • Directs and coordinates the activities of one or more technology specialties in a department.

  • Manages technical development and/or analytical staff to ensure optimal day-to-day operating objectives are met while longer-term projects and objectives are attained.

  • Oversees staffing, performance management, staff development, salary recommendations, and terminations.

  • Supports official staff in the effective and efficient administration of the department, which includes planning and ensuring resource alignment, and developing and monitoring operational performance metrics to ensure on-time delivery meeting business objectives.

  • Provides official staff with a variety of written communications including status reports on projects and objectives, presentations, and detailed analysis of technical issues and solutions.

  • Presents technical solutions and project status updates to department and Bank management.

  • Serves as project leader and/or facilitates team efforts on highly complex System and local projects.

  • Partners with the QA Architect to lead the design, development and implementation of tactical and strategic technical solutions that support the overall quality strategy and program.

  • Partners with the QA Architect to lead the definition of quality assurance development guidelines and standards to be utilized in development and/or integration initiatives.

  • Champions and communicates quality and testing strategies and best practices to engineering teams and other stakeholders.

  • Collaborates and influences governance bodies to shepherd the development of quality assurance standards and policies.

  • Proactively identifies and explores innovation and/or continuous improvement opportunities.

  • Maintains a high level of knowledge of technical, operational, and policy issues relating to the industry and provides a high-level of application and/or operational expertise.

  • Serves as a resource and adviser to business areas, information technology staff. and FRS business constituents on IT support, services, and solutions.

  • Performs other duties as assigned.

Required Education, Certification, Skills and/or Experience:

  • Bachelor's degree in Computer Science, Management Information Systems (MIS), Computer Engineering, Cybersecurity, Systems Analysis, or related field, or equivalent combination of education and experience.

  • Minimum of 8 years of experience in software engineering or architecture disciplines. (With at least 3 years in a role focused on Quality Assurance preferred)

  • Must be a thought leader on quality in software, ways to test, metrics, and best practices.

  • Must have the ability to understand the entire scope of applications from business rules to the technical architecture in order to assess and identify gaps or optimization opportunities.

  • Must have the ability to assess risks in software and direct quality efforts accordingly.

  • Previous hands-on development experience with a focus on test automation is required.

  • Must have practical experience ensuring quality in all facets of architecting, designing and implementing large scale, enterprise, services-oriented systems and web applications in an agile environment.

  • Must be well-versed in continuous integration and continuous delivery (CI/CD) practices and automation methodologies.

  • Must be a U.S. Citizen

Preferred Education, Certification, Skills and/or Experience:

  • Excellent oral and written communication skills; demonstrated leadership, mentoring, coaching and/or staff development skills; strong interpersonal skills; and demonstrated organizational and planning skills. Excellent analytical and problem-solving skills.

  • Advanced proficiency with standard business productivity applications and software (i.e., Microsoft Office Suite).

  • Strong background with Agile, DevSecOps and other modern Product Management disciplines/methodologies is desired.

  • Deep knowledge and hands-on experience with AWS is preferred (certifications are a plus).
