Are you looking for an opportunity to use your negotiating, research, analysis, technical, and customer service skills to be involved in an interesting and dynamic financial services organization? The Federal Reserve Bank of Minneapolis is looking for a Buyer for the Financial Management Group. Reporting to the Director, you will support the operation working through the bidding process, negotiating, contracting, and vendor management.

Responsibilities:

Make purchasing recommendations and decisions supported by data using price/cost analysis, benefit analysis, and financial analysis.

Perform bidding processes by creating Requests for Information (RFIs), Request for Quotes (RFQ), and Requests for Proposal (RFPs).

Negotiate cost savings and work with vendors to obtain more favorable prices and services.

Recognize and resolve procurement-related problems. Communicate problems to management.

Manage an inconsistent and varied workload.

Manage visible projects such as implementation of new vendors on new procurement programs.

May participate on System workgroups and/or District-specific workgroups.

Write clear and comprehensive correspondence, documentation, and procedures to be used by management and other staff.

Be a liaison for one or more departments, maintains procedures for specialized procurement functions, and provides training to Bank staff on System and Bank procurement procedures.

Respond to and act as a resource to vendor and Bank staff through telephone calls, e-mails, reports, memos, letters, and presentations at any level of the Bank or the Federal Reserve System.

May be assigned responsibility for one or more specialized procurement functions such as information technology procurement or spend analysis.

May work with other department staff on spend analysis and procurement events. Resolve discrepancies between spend report and accounting application.

May serve as a technical "expert" for department applications. May help manage the content of the department's intranet web site.

Remain technically proficient on specialized procurement functions.

Perform other tasks as assigned.

Qualifications:

Bachelor's degree in Supply Chain Management, Business, Accounting, Information Technology or related field, or equivalent combination of education and experience.

Minimum four years of broad-based procurement experience including sourcing and contract negotiations.
