The Financial Management Group (FMG) is comprised of Financial Planning and Analysis, Financial Accounting, Accounts Payable and Procurement teams.

We are looking to hire a Buyer or an Associate Buyer to join our Procurement team. Your role will focus on intake and compliance of applicable procurement policies and procedures, performing sourcing events, and providing support to business lines.

Onsite work is an essential function of this position, and you are expected to be in the office 3 days per week for meetings and team collaboration, unless directed otherwise by your supervisor.

There is only one vacancy. Based on the needs of the department and strength of the candidate pool, the position may be filled at either the Buyer level or the Associate Buyer level.

Responsibilities:

  • Assist, in varying capacities, the efforts of procurement intake and compliance activities related to sourcing events. Work with Procurement leadership to identify, evaluate, recommend, develop, test, train new policies, procedures, automation systems which may lead implementation of solutions and process improvements in Procurement intake and compliance.

  • Work closely with Senior Buyers to ensure compliance activities occur in all Procurement sourcing events.

  • Work closely with departments on the procurement of complex or difficult-to-acquire materials, supplies, equipment, and services while ensuring that the transactions comply with the Federal Reserve System's Model Acquisition Guidelines (MAG) and Bank's Acquisition Policy.

  • Make purchasing recommendations and decisions supported by data using price/cost analysis, benefit analysis, and financial analysis.

  • Perform competitive bidding processes by creating Requests for Information (RFIs), Request for Quotes (RFQ), and Requests for Proposal (RFPs).

  • Negotiate cost savings and works with vendors to obtain more favorable prices and services.

  • Apply general knowledge and learned techniques to recognize and resolve procurement-related problems under moderate supervision.

  • Communicate problems to management as necessary.

  • Manage an inconsistent and varied workload while working under deadlines.

  • Manage projects of a highly visible nature such as implementation of new vendors on new procurement programs.

  • Write clear and comprehensive correspondence, documentation and procedures to be used by management and other staff.

  • Serve as a liaison for one or more departments and also maintains procedures for specialized procurement functions and provides training to Bank staff on System and Bank procurement policies and procedures.

  • Respond to and serve as a resource to vendor and Bank staff through telephone calls, e-mails, reports, memos, letters, and presentations at any level of the Bank or the Federal Reserve System.

  • May participate on System workgroups and District-specific workgroups.

  • May be assigned responsibility for one or more specialized procurement functions, such as purchase order training and issue spotting, information technology procurement, or spend analysis.

  • May work with other department staff on spend analysis and procurement events.

  • May serve as a technical "expert" for department applications.

  • May serve as the lead in the creation of RFx events.

  • May assist with managing the content of the department's intranet web site.

  • Remain technically proficient on specialized procurement functions.

Qualifications for a Buyer:

  • Bachelor's degree AND 4 years of broad-based procurement experience including sourcing and contract negotiations OR an associate degree AND 6 years broad-based procurement experience including sourcing and contract negotiations

Responsibilities for an Associate Buyer:

  • Assist, in varying capacities, the efforts of procurement intake and compliance activities related to sourcing events. Work with Procurement leadership to identify, evaluate, recommend, develop, test, train new policies, procedures, automation systems which may lead implementation of solutions and process improvements in Procurement intake and compliance.

  • Work closely with Senior Buyers to ensure compliance activities occur in all Procurement sourcing events.

  • Follow standard practices and procedures to procure goods and services based on orders submitted by Bank customers.

  • Has a general understanding of desktop products and clarifies orders with customers as deemed necessary.

  • Work with vendors on ordering and delivery/receipt issues.

  • Keep detailed records of orders and submits documentation in accordance with p-card packet reconciliation schedule.

  • Support Procurement Buyers through peer review of required documents and checklists.

  • Negotiate cost savings and works with vendors to obtain more favorable prices and service.

  • Work with other department staff on spend analysis and procurement events.

  • May assist departments in purchase order training and issue spotting.

  • Escalate procurement related issues to management in a timely manner.

  • Write clear and comprehensive correspondence, documentation and procedures to be used by management and staff.

  • May be assigned responsibility for one or more specialized procurement functions and generally works under close supervision.

  • Serve as a liaison for one or more departments.

  • May assist with managing the content of the department's intranet web site.

  • Manage an inconsistent and varied workload while working under deadlines.

Qualifications for an Associate Buyer:

  • Associate's degree AND 2 years of years of broad-based procurement experience including sourcing and contract negotiations OR a Bachelor's degree in a relevant or directly related field.

Additional Information:

Buyer: $67,000.0 - $83,780.0- $100,500.0 annual

Buyer, Associate: $51,500.0 - $64,350.0 - $77,200.0 annual

Salary offer will be based on qualifications/experience _of the candidate, alignment with market data, the needs of the position, our total compensation package, and internal equity.  _
