Are you looking for an opportunity to leverage your leadership experience in law enforcement or public/private security to contribute to a mission-driven organization with broad impact? As the assistant vice president (AVP) of Law Enforcement, you will have overall responsibility and oversight for the department that protects and safeguards the personnel, property, and operations of the Federal Reserve Bank of Minneapolis. The AVP serves as the primary contact for Bank security with Federal Reserve System law enforcement management and external law enforcement organizations. The AVP is responsible for ensuring compliance, managing people and budgets, strategic planning, risk assessment and mitigation, and Bank security.

An essential function of this position is working onsite on Bank premises. The person in this role is required to work onsite on a regular basis although ad hoc hybrid working days may be available.

Responsibilities:

  • Lead and manage the Law Enforcement Unit, including 65+ sworn Federal Reserve Law Enforcement Officers and support personnel located in Minneapolis, MN and Helena, MT.

  • Lead people, including hiring, development, performance management, coaching and mentorship, and making disciplinary or other personnel actions in a consistent and timely manner.

  • Partner with senior Bank management to create and implement a vision and strategy for the Minneapolis Fed’s law enforcement function.

  • Identify, plan and take actions to create a high-performance environment characterized by positive leadership, strong team orientation, high employee engagement and a supportive, respectful and trusting culture.

  • Develop and maintain strong, collaborative relationships with the Board of Governors, other Reserve Bank officials, and leaders within the Minneapolis Fed, including risk, internal audit, and compliance-related functions.

  • Contribute to the Federal Reserve System’s overall law enforcement strategy by participating on System-level groups.

  • Oversee training and compliance programs, ensuring officers are compliant with national standards prescribed by the Federal Reserve Board of Governors and the Department of Justice and all procedure changes are effectively documented and communicated.

  • Ensure operational excellence across the department, including budget management, internal controls, Command Center operations, training, technology, business continuity, emergency preparedness, and risk assessments.

  • Identifies technology, infrastructure and operational solutions and manages related projects to safeguard the Bank’s people and assets.

  • Collaborate with federal, state and local law enforcement agencies, as needed, to identify risks and enhance security and environmental awareness.

  • Support and participate in investigations related to security issues and/or prohibited activities.

  • Serve as key advisor on law enforcement and security matters to managing officer and senior leadership.

  • Perform other duties as assigned.

Qualifications:

  • Bachelor’s degree or an equivalent combination of education and experience. Emphasis in criminal justice, public administration, or a related field preferred

  • Master's degree preferred

  • Minimum of 10 years of progressive experience in law enforcement or public or private security management, to include at least five years managing people

  • Proven ability to manage large teams, matrixed reporting, and complex operations

  • Demonstrated service mind-set and ability to build a high performing team

  • Capable of quickly developing expert knowledge of law enforcement policies and procedures and organizational and physical structures

  • Demonstrated ability to build collaborative relationships and manage conflict constructively

  • Familiarity with federal regulations, including firearms policies and use-of-force standards

  • Excellent oral and written communication, analytical, and decision-making skills

  • Able to travel up to 20% of the time

  • Possession of or the ability to obtain a Top-Secret Security Clearance

  • Must be a U.S. Citizen
