As the Assistant Inspector General over the Special Investigations Unit (SIU) in the Office of Inspector General (OIG) with the Minnesota Department of Education (MDE), you will be responsible for supervising and directing the activities of the SIU. Duties will include:

  • Leading a team of investigators in conducting independent, complex and objective investigations of fraud, waste or abuse or other misuse of public funds in MDE programs.

  • Assist in the development and implementation of OIG and SIU process and procedures.

  • Participate in the selection of SIU staff, coordinate and provide training of staff, manage, coach, develop, evaluate staff, and implement corrective measure to improve efficiency and performance as necessary.

  • Recommend and assist in the implementation of the OIG and the SIU goals and objectives.

  • Oversee the planning, triage and prioritization of reports and cases, as well as assign, supervise and review cases according to established procedures.

  • Supervise and direct the activities of investigators, auditors, analysts, and other staff.

  • Collaborate and cooperate with law enforcement and criminal prosecutors on investigations and prosecutions, and any subsequent appeals.

  • Recommend civil and/or administrative actions to MDE during or at the conclusion of an investigation and/or prosecution, and any subsequent appeal.

Minimum Qualifications

Your resume must demonstrate the following:

5 years of professional experience that includes lead, supervisory or managerial experience in:

  • Overseeing team(s) that conduct criminal, civil or administrative investigations, audits or analysis.

  • Overseeing a team's investigative practices and techniques for accuracy, quality, and timeliness.

  • Oversight of a team's adherence to legal standards and procedures when conducting investigations.

  • Ability to operate a variety of data systems, equipment and tools used in investigations.

  • Proficiency with Microsoft Office programs, including Word and Excel.

  • Strong written and verbal communication skills.

  • Strong organizational and time management skills.

A bachelor's or master's degree in Business, Accounting, Criminal Justice or Legal, or an equivalent degree, will count as 1 year of experience.

Preferred Qualifications

  • Certified Fraud Examiner (CFE), Certified Forensic Investigator (CFI), or Certified Financial Crimes Specialist (CFCI), or equivalent certification.

  • Interview training, such as Reid, Wickland-Zulawski or equivalent.

  • Experience conducting or overseeing financial investigations, audits or analysis.

  • Experience in financial crimes investigations.

  • Experience in accounting practices, including skills to identify and reconcile accounts using reports, queries, spreadsheets and available tools and information.

  • Experience utilizing data and data tools in identifying and investigating cases.
