The DNR is currently seeking multiple full-time Accounting Technicians to work in the Fiscal Administrative Services Unit of the Fish and Wildlife Division. This posting will be used to fill up to five (5) positions. The selected candidates will have the option to report to one of the following locations: Bemidji, Glenwood, Fergus Falls, Grand Rapids, Brainerd, Shakopee, Sauk Rapids, New Ulm, Windom, or St. Paul, MN . Specific location will be determined at time of selection.
These positions are responsible for reviewing invoices, generating records and reports, analyzing expense reports, preparing purchase orders, and entering invoice data. The positions will be responsible for variance analysis and account reconciliations, including but not limited to invoices and payments. The incumbents will work with system reporting to analyze data and compile financial records and reports and will operate in the SWIFT (Statewide Integrated Financial Tools).
Responsibilities include:
Assist with the division‘s purchasing to ensure that purchases are handled consistent with state and department policies and procedures.
Oversee the work associated with the requisition process including information submitted through the Electronic Inter Office Requisition System (EIOR).
Review, code, and receipt all invoices in SWIFT according to DNR policy, SWIFT and procurement procedures, and state policy.
Generate financial reports and records using accounting and financial systems, such as SWIFT. Maintain and enter purchases and account information.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.
Minimum Qualifications
Documented one (1) year experience working in an office environment with knowledge of office procedures and equipment sufficient to communicate via email, process documents, perform data entry, and audit documents.
Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret, and prepare financial information, records, and reports; locate errors; and recommend solutions to procedural or other fiscal problems.
Mathematical skills sufficient to calculate, review, and reconcile data and balance accounts.
Organizational skills sufficient to maintain reconciliation and documentation in compliance with established Agency and state policies, procedures, and applicable statutes.
Customer service skills and English sufficient to write, read, and speak effectively with vendors, internal customers, coworkers, and supervisors.
Communication skills sufficient to communicate policies and procedures clearly, effectively, and in a positive manner.
Data entry sufficient to enter text and numbers into spreadsheets, databases, and computer systems and applications.
Accounting and office skills sufficient to compile records which are in compliance with directives and explain policies or procedures to others.
Preferred Qualifications
Post-High School education in Business, Accounting or Finance.
Three (3) or more years of accounting experience.
Skill in basic accounting sufficient to reconcile differences between invoices, receipts, purchase orders, and payments and estimate needs based on historical data and events affecting the account.
Spreadsheet and database experience sufficient to maintain up to date account information, perform reconciliations, and problem-solving discrepancies.
Knowledge of state accounting system, policies, and cost coding, as well as state rules, statutes, and procedures related to accounting practices.
Experience with Microsoft Office, including but not limited to Excel and Word.
Knowledge of Adobe Acrobat.
Knowledge of the Statewide Integrated Financial Tools (SWIFT) or other private or governmental accounting system, sufficient to query and compile records and reports, and assist with preparation and maintenance of spending plans, financial status reports and budget requests.
Experience working in a large accounting system such as Peoplesoft or Oracle Financials.
Physical Requirements
Occasionally transporting articles such as file boxes; heavier materials with help from others; and/or light objects frequently. Even though the weights being transported may only be a negligible amount, a job is in this category may require moving or maintaining a stationary position most of the time with a degree of pushing and pulling of arm and/or leg controls.
