The position will coordinate District 7’s Toward Zero Deaths (TZD) Traffic Safety Program by developing relationships, building organizational partnerships, encouraging participation and collaboration, planning events, developing, and sharing best practices, planning, and executing media outreach events, planning, implementing, and monitoring traffic safety projects and education programs so that traffic crashes resulting in serious injury or fatality are reduced within the region. Act as administrative coordinator for the regional TZD steering committee in their role of developing structure, strategy, initiatives, and in monitoring progress.

· Lead and coordinate TZD-based efforts in the South-Central Region, so that specific TZD activities are carried out collaboratively and efficiently.

· Lead development and implementation of regional goals and strategies, with input and guidance from regional steering committee and statewide TZD Leadership.

· Lead development and implementation of statewide strategies, tactics and best practices in the Strategic Highway Safety Plan focus areas that contributes to fatal and serious injury crashes. The focus areas may include, but are not limited to: speed, impaired, youth education, older drivers, seat belts, safety culture, general education/messaging, tribes, equity, motorcycles, off-road vehicles, unlicensed drivers, pedestrians and bicycles.

· Using an evidence-based data-driven approach, develop, document, share, and implement best practices, education programs, and projects in traffic safety, so that resources are used effectively. Conduct community assessment to identify gaps.

· Represent TZD partners as the regional subject matter expert on traffic safety issues, with the goal of building and improving the traffic safety culture in Minnesota.

· Collect regional traffic safety data and trends, so that data driven approaches can be shared with stakeholders and applied regionally.

Minimum Qualifications

To qualify, Transportation Program Specialist 3 applicants must meet all the following:

· Three (3) years of professional level that demonstrates knowledge, skills, and abilities in the following areas:

o Experience administering or managing programs which include multiple stakeholders having a variety of differing interests and needs.

o Experience working directly with partners to promote awareness and to discuss and plan program operations.

o Experience working independently with limited supervision to develop programs in coordination with a variety of participants and stakeholders.

o Experience in project management, customer relations, preparing and making presentations, evaluating data, and writing reports.

Preferred Qualifications

· Participation or involvement in traffic safety awareness management such as law enforcement waves, education campaigns, emergency services strategies or engineering projects.

· Communication, planning, problem solving, and time management.

Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.
