This position will assure security is maintained by planning, directing, coordinating, implementing and evaluating the facility security at MCF- Lino Lakes sites and Security Division personnel in a manner that will maximize the attainment of institution and department goals and working directly with incarcerated persons to ensure they are treated in a humane and dignified manner. This position supervises, directs and oversees incarcerated person living units, restrictive housing, and other facility security functions including examples such as tool control, visiting, volunteers/contractors, ICS, use of force, etc. Develops and implements policies and procedures, assists management with the development and administration of Labor Agreements and plans, and participates as a member of the facility management team.

This position works directly with incarcerated persons and ensures that all incarcerated persons are treated in a humane and dignified manner while maintaining the seamless security of the facility.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

Two (2) years or more supervisory experience (e.g. Corrections Lieutenant, Corrections Supervisor or equivalent) directing a residential corrections’ security program/unit (e.g. living unit, program unit, squad, utility, or equivalent) in a secure correctional setting sufficient to plan, organize and direct the work of subordinates in a correctional setting.

Experience in conducting investigations and writing investigation reports.

Applicants meeting the minimum qualifications above will be further assessed on the following:

  • Knowledge of effective security equipment and practices, emerging security technologies, program operations and policies, post orders, perimeter security, offender security, custody and movement control of offenders, staff and visitor safety, contraband, mobilization and response for all institution emergencies, offender rules and conduct, transportation of offenders, and staff scheduling, training and development.

  • Knowledge of human resources principles, procedures and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining and affirmative action/equal opportunity policies.

  • Written and oral communication skills sufficient to relay sensitive information to staff, the public, law enforcement agencies, attorneys, offenders, and other state agencies and to elicit cooperation from staff and offenders to resolve difficult and potentially dangerous situations affecting the safety and security of offenders, staff, and the public.

  • Human relations and conflict resolution skills sufficient to effectively solve problems in a manner that is sensitive to organizational structures, cultures, as well as the needs of groups and individuals; and to elicit cooperation from staff and offenders to resolve difficult and potentially dangerous situations affecting the safety and security of offenders, staff, and the public.

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position

  • Completion of a two-year degree program.

  • Completion of a Bachelor’s degree program.

  • Knowledge of fiscal management principles and procedures sufficient to develop and/or administer budgets.

  • Experience in committee and/or project leadership/management.

  • Experience applying or completion of training in a continuous improvement method(s), such as Lean, Six Sigma, etc.

  • Training or experience in Evidence Based Practices (EBP) such as cognitive/behavioral programming, motivational interviewing, and transition from prison to community (TPC).

Physical Requirements

The completion of pre-placement physical components may be required for this position. These components may consist of a tuberculosis screening, commercial drivers license (CDL) drug test, and/or respirator clearance. Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections policy.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections policy. This may include a review of job performance and discipline records.
