Citigroup Project Management Officer (PMO), Quantitative Risk & Stress Testing (QRS) - Economic Forecasting Team (VP) in Irving, Texas

About QRS The Quantitative Risk and Stress Testing (QRS) group’s mandate is to develop, maintain, and enhance credit, market, and counterparty risk analytics to consistently measure risk, optimize capital, dimension risk appetite, and allocate these metrics to businesses and geographies; and to support Basel, internal and external stress testing, and loan loss reserve processes. Additionally, the group reviews and approves credit risk rating processes and analyses rating performance across Citi’s portfolios. QRS comprises more than 400 quantitative risk analysts and other professionals located in eleven cities and eight countries and is responsible for over 200 risk models used within Citi. About the role This role reports into the NYC based head of the QRS PMO team to support the Economic Forecasting Team. The role will have two complimentary components: business-as-usual (BAU) and transformation: The BAU component will focus on responsibilities providing project management support to the Economic Forecasting Team (EFT) across multiple work-streams. The Economic Forecasting team is responsible for forecasting firm wide macroeconomic and financial variables that are critical inputs to a variety of corporate stress tests, loan loss reserves, and financial planning model. This includes: Comprehensive Capital Analysis and Review (CCAR), Mid-cycle stress test (MCST), Mid-Year-Forecast (MYF) for Corporate Planning, Annual Corporate Operating Plan, Internal Capital Adequacy Assessment Process (ICAAP), forward looking indicator (FLI) forecast the for International Financial Reporting Standard (IFRS), Current Expected Credit Loss (CECL) and Global Systemic Stress Tests (GSST's). The transformation component will cut across four distinct work-streams: (i) PMO, Governance, Data Management, and Forecasting Support; (ii) Financial Forecasting; (iii) Macro-Economic Forecasting; and (iv) IFRS 9/CECL. Process reengineering may be required at times for data management; forecast review and approval; algorithmic enhancements; and modelling and forecasting methodologies, e.g., enhancements to documentation management and redevelopment planning. This role will require close interaction with senior members of Citi’s Central CCAR Team (CCT). It should be noted that a significant degree of independent decision-making and thought-leadership will also be required. The PMO will have direct contact with the Head of QRS and other members of his senior management team and will also interact with a variety of other Risk professionals at a senior level.  The reporting structure of this role will expose the individual to the key goals, programs, and analytical topics overseen by Economic Forecasting Team. The ideal candidate will leverage exceptional analytical and project management skills to drive efficiency and effectiveness, through strong presentations, clear communication and ability to action in a fast-paced environment. Qualifications Background in regulatory project management, issues management, risk and controls Undergraduate degree, Masters preferred (majors in in Economics, Finance, Statistics or related areas are preferred, but different majors are also of interest, especially if other experience demonstrates quantitative and/or analytical skills) At least five years of experience working or consulting for financial institutions, preferably encompassing experience of forecasting or risk measurement techniques Understanding of stress testing (within CCAR, CECL, and IFRS9 framework), capital planning, and risk appetite frameworks Expertise in process reengineering / defining target operating models Outstanding written and verbal communication skills Proven ability to build trusted relationships and effective partnerships at a very senior level Proven ability to drill down into complex alternatives, independently make sound and well-reasoned recommendations, and then convince others to accept and implement those recommendations Good problem-solving skills Ability to collaborate with others to achieve objectives Ability to lead through influence Ability to communicate effectively with senior management, build effective business relationships Able to work to tight deadlines with unfailing reliability and juggle multiple priorities Flexible and able to adjust to other’s schedules and operating models Able to drive Subject Matter Experts and processes to meet deadlines Proficiency in all MS Office applications especially PowerPoint and Visio Preferred Qualifications Qualification in project management or process design (PMP certification, etc.) Knowledge of Economics, Econometrics or Risk Management Quantitative or analytical background ------------------------------------------------- Job Family Group: Risk Management ------------------------------------------------- Job Family: Risk Analytics, Modeling, and Validation ------------------------------------------------------ Time Type: ------------------------------------------------------ Citi is an equal opportunity and affirmative action employer.
