State of Minnesota Management Analyst 2 in Inver Grove Heights, Minnesota

Job Summary Job Summary This position will utilize multiple data sources to assist Inver Hills Community College and Dakota County Technical College faculty, staff, and administration as the technical expert for both Colleges’ enterprise-level student-success software, currently Starfish, for interaction with students. Particularly, this position will design, implement, maintain, and enhance the processes such that campus stakeholders can utilize the system to coordinate communications and interactions with students. This position will work most closely with advising, academic affairs, IT (Information Technology), and marketing to ensure accurate and timely interactions are disseminated to students. This position will consult on and provide enrollment data, analysis, and process recommendations to multiple departments and divisions at both colleges, in collaboration with other IR (Institutional Research) staff and will have the responsibility to manage the transition to and maintenance of UAchieve or similar degree audit/student planning system. Qualifications Minimum Qualifications * Bachelor’s degree. * Two years of professional experience with project management, collaboration, and relational database records systems including creation of data queries and/or filters. * Experience in analyzing data and creating charts and tables using spreadsheets or visualization tools like Power BI. * Experience and skill in data gathering and data integrity. * Experience and skill in developing and testing data queries in a relational database. * Experience and skill in research and analysis. * Skill in written communication and preparation of materials, recommendations, and reports. * Experience and high level of comfort/competence with learning emerging technology including multiple platforms, a variety of software, and database extraction tools. * Ability to document processes and develop user manuals. * Ability to teach and explain complex and/or unfamiliar processes to a non-technical audience. * Ability to understand data privacy laws such as FERPA (Federal Education Rights and Privacy Act) and Minnesota Data Privacy Act. Preferred Qualifications * Master’s degree. * Five years of professional experience with project management, collaboration, and relational database records systems including creation of data queries and/or filters. * Experience with Starfish or another higher education student success software * Experience with UAchieve or another degree audit system * Experience in database management. * Experience using Minnesota State databases such as the Integrated State Record System. * Experience and skill in research and analysis techniques appropriate to higher education. * Experience constructing creative and innovative solutions to problems. * Ability to handle multiple tasks and deadlines. * Ability to work and contribute within a team environment and work across multiple departments.
