The Lead Enterprise Information Management (EIM) leads and manages the integrated delivery of Insurance Solutions (IS) critical data activities across IS to support the mission and objectives of IS, Data Governance and Analytics team.
This position is critical to support IS business initiatives deliverables for Marketing NBA, BFF Fox, Member MDM, 2020 Growth Program – CREEED rating strategy, COMPAS Code Quality Improvements and enrollment automation to monitor and measure quality of critical PII/PHI data and orchestrate remediation. Ensure compliance, security and privacy policies and roles for critical PII, PHI data.
As IS, UHC, and Optum move towards big data architectures (e.g., data lakes, graph databases), advanced analytics (e.g., exploratory, predictive), visualization, etc., this position will ensure the data is architected and strategically planned within new capabilities, commensurate with the business needs for quality, speed, and value. This position is critical to enable high quality data ubiquity required for Omni channel, digital and claims capabilities. This position will ensure that IS aligns with the rapidly changing UHC/Optum data strategies and will work closely with OCIO to implement against strategic priorities.
This individual, experienced in data modeling (conceptual, logical, physical), data analysis process modeling, metadata and data lineage, business re-engineering, implementing repository systems, writing/implementing standards/procedures and has a good understanding of how information processes combine with Data Governance, Legal and Compliance regulations, will provide an expertise and guarantee the integrity of reference data (Members, Provider, Campaign) throughout required for digital, Omni channel , claims, policy administration, member preferences management and Growth 2020 capabilities. As part of IS EIM and Data Governance team, this individual will drive standardization and simplification across the IS critical data, lowering cost, while improving quality and value of data assets.
Master the reference data architecture and align with the Data Strategy
Collects, plans the availability, integrates and validates the reference data (members, provider), which includes PII, PHI and PCI data
Establish enterprise data policies, naming standards and procedures and their adoption by multiple teams and organizations
Extend traditional reference architecture techniques to include big data components
Create and update of the following reference documents: Data Dictionary, Data Model, Flow Mapping and Main Business Processes, Data Lifecycle (traceability, archiving, destruction) related to business needs and regulations
Evaluate and determine use of tools for reference data implementation
Support critical business projects and analytics, and ensures compliance with the audit and control procedures – Marketing, Claims, Finance, Actuarial, ISDW and big data platforms
Promote the IS Reference Architecture, align MDM and IS data projects, data initiatives and systems with the IS Data Strategy and data policies and standards
Promote and advocate UHC IS wide, holistic data architecture, including linked data principles
Provide consultancy and leadership to ensure data systems, initiatives and practices comply with data security and data privacy regulations, guidelines and laws
Proactively monitor the health of data and write proposals to remedy the cause of negative trends
Establishment of quality requirements, creation and monitoring of indicators, assessment of the impacts of non-quality of the data. For data external to IS , verification of the origin as well as the level of confidence
Clearly articulate business value derived from reference data and data quality approaches/initiatives; define and implement practical solutions; and construct efficient methods for measuring changes in data quality across the enterprise
Shape and influence a data-driven, decision-based culture
Collaborate daily with data scientists, data stewards, data engineers and business analysts
Engage with both technical and business leadership of data initiatives, liaise with the Legal, Compliance and Data Protection teams, and work with architects across UHC
New Data Model Design and Definition in Erwin – Conceptual, Logical, Physical. Assure conformance of models to enterprise standards for data definition and data model practices
Analysis of Implemented Data Models – Conceptual, Logical, Physical. Reverse engineer databases or obtain data model definition for company or vendor systems. Organize data model presentation to be meaningful for analytics an analysis
Conduct/ participate in reviews of models to assure conformance to standards and practices and to assure a good solution fit to requirements and business goals
Develop innovative approaches to implement Reference Data Quality and Governance as part of the cross-functional Insurance Solutions Data Governance Program. This will require complex analysis and independent thinking for success in this critical responsibility
Coordinate and support Reference Data Quality, including creating a roadmap, supporting project plans, status tracking and reporting, process for issues resolution, etc.
Support other Data Governance initiatives including Data Use & Rights, Data Steward Community, Analytics Governance, Business/Data Rules, Metadata Management, etc.
Develop control structures within an enterprise environment to ensure the accuracy and quality of reference data across all critical applications, processes, repositories, reports, extracts, and any other data management process
Provide thought leadership and participate with projects that involve any of the upstream or downstream data flows and processes
Ensure controls are in place over critical reference data elements between applications to ensure the data integrity by performing data integrity gap analysis
Proactively monitor updates to data protection legislation and regulations, assess potential impacts, and recommend revised practices
Represent Data Governance on IT PMO projects, as needed
Facilitate Data Governance Reference Data and MDM meetings and communications

Bachelor’s Degree or equivalent
7+ years as an Information Architect / Data Architect / Data Analyst
3+ years of Healthcare or Insurance Industry Information/ Data Management experience
2+ experience with modeling tools such as Erwin (preferred), ER Studio
2+ experience with data quality/stewardship tools such as Global ID, IDQ, ICG, Collibra, etc.
2+ experience with Metadata tools such as IDQ, Rochade, AbInitio or custom metadata application
1+ experience with MDM tools such as Informatica, IBM
Working knowledge of SQL, relational and non-relational databases, database structures, unstructured databases
Ability to write various documents such as functional requirements, data quality rules, policy definitions
Intermediate or higher level of proficiency in PowerPoint, Word and Excel
CDMP Certified or actively pursuing certification
Healthcare insurance industry experience
Medicare product knowledge
Experience scaling and applying agile principles, practices, and methodologies
Experience working in a virtual environment
Experience with BI tools, such as Tableau
Strong analytic, problem solving, and conceptual thinking skills
Motivated self-starter with excellent time and task management skills
Ability to work well independently or in a team based environment
Excellent written and verbal communication skills
