Position : VP, Commercial Compliance Manager

Grade: 11

Pay range: $66,669 - $120,114

Actual compensation within the pay range will be decided based on factors including, but not limited to, skills, prior relevant experience, and specific work location.

Location: Hybrid within MA, CT, VT, NY, RI

Purpose/Objective :

Responsible for leading the Commercial Compliance team to include mentoring, training, and people management. Responsible for leading the monitoring of the commercial and small business lending’s compliance with the Home Mortgage Disclosure Act (HMDA), the Community Reinvestment Act (CRA), the Patriot Act, regulatory flood insurance requirements, Fair Lending, and Regulation B requirements. Additionally, responsible for ensuring that the business is kept abreast of regulatory and legal developments governing bank operations, products and services in relation to the HMDA, CRA, Patriot Act, Fair Lending, Flood Determination and Regulation B processes. Develops and delivers annual and as needed training on CRA and compliance requirements for commercial and small business lending and underwriting staff.

Key Accountabilities :

  • A key member of Small Business and Commercial Leadership Teams to help with new product creation, technology enhancements, and future growth of Small Business and Commercial to meet the BEST transformation plan and goals for the Teams. 35%

  • Leads team to monitor new commercial and small business loans on a monthly basis to ensure accuracy in government reporting of the Community Reinvestment Act and Home Mortgage Disclosure Act data. Daily mentoring, training and people management required. Monitors new commercial and small business loans on a monthly basis to assure compliance procedures are followed for CIP, Flood Insurance, Regulation B and Identity Theft. Responsible for identifying issues and ensuring the appropriate action is taken to resolve and minimize risk to the Bank. Compiles detailed monthly monitoring / audit reports for senior management and the CRA/Compliance Committee. 40%

  • Stays abreast on updated regulations and works in conjunction with the CRA Officer and Compliance Officer in implementing new regulation workflows and procedures. Recommends, develops and implements changes to existing and proposed procedures, policies, and programs, oversees revision, and dissemination of new and updated CRA and Compliance standards and procedures. Provides CRA and compliance training on an on-going and as needed basis, but no less than annually, for commercial and small business lending and underwriting staff. 10%

  • Provides assistance to the CRA Officer with required regulatory and other reporting for CRA purposes through the use of existing software. 5%

  • Member of Compliance and CRA Committee. 10%

  • Ensures compliance with all banking laws, rules, regulations, and prescribed policies/practices/procedures necessary to reduce risk and uphold ethical standards related to and required by one’s duties.

Education:

  • BS/BA preferred or equivalent experience in regulatory compliance responsibilities, preferably in lending related regulation and laws.

Experience:

  • 5+ years of experience of well-rounded general banking knowledge

  • 2+ years of experience in compliance monitoring or loan underwriting.

  • Supervisory experience required

Skills & Knowledge:

  • Thorough knowledge and understanding of compliance and regulatory requirements applicable to CRA, HMDA, Fair Lending, the Patriot Act, Flood Insurance and Regulation B.

  • Detail oriented & analytical

  • Strong verbal/written communication skills

  • Proficient Microsoft Office applications (Word, Excel, PowerPoint)

  • Strong interpersonal and customer service skills

  • Excellent organizational skills; ability to multi-task
