State of Minnesota NR Technician, Parks & Trails in Gilbert, Minnesota

This posting will be used to fill one (1) seasonal, full-time position located at the Iron Range Off Highway Vehicle Recreation Area facility, near Gilbert, MN. Days of work are Monday through Friday from 8:00 a.m. to 4:30 p.m, with occasional variation for staff coverage. Anticipated seasons dates are from May 3rd through October 29th, each year. The NR Technician will assist the Iron Range Off Highway Vehicle Recreation Area (IROHVRA) Operations Manager in managing and directing the operations of Parks and Trails facilities and to perform the daily activities involved with facility development and maintenance. This position also provides lead work direction to seasonal staff in implementing work plans. Responsibilities include: * Direct the activities of work area field staff to accomplish Area Parks & Trails program goals and objectives. * Provide administrative support to the IROHVRA Operations Supervisor. * Provide support in area land acquisition activities as directed. * Implement area development and rehabilitation activities. * Implement area maintenance and operation activities. * Perform land management activities. * Inform the public, other federal, state, local agencies, and other local units of government of the area parks and trails recreation program mandates, purposes, goals and objectives, and the status of projects. Qualifications Minimum Qualifications: Position requires a Class A license, passing a pre-employment drug screen and participation in the DNR ongoing random screening program. Otherwise qualified applicants who do not have a valid Class A will be allowed up to 6 months to acquire one, as a condition of employment. Employees who are required to retain this license will be included in the DNR Drug and Alcohol Plan. This will require the employee to be pre-employment drug tested and be included in a random drug and alcohol testing program. * Two years (24 months) experience as a Laborer Trades and Equipment, General Laborer, Building and Grounds Worker, Parks Worker or other classification performing similar work which will include working knowledge of construction techniques and materials; landscaping methods and materials; safe equipment operation; and directing the work of others. * An Associate’s Degree in Natural Resource Recreation Management or closely related area (e.g. Forestry with a recreation emphasis; Parks and Recreation with a resource management emphasis; Recreation and Leisure Studies with a resource emphasis, Recreation Resource Management, Environmental Studies) may substitute for one year of the above experience. AND * Communications skills sufficient to give clear instructions and provide appropriate responses. * Writing skills sufficient to develop and finalize memos, letters, and other correspondence without spelling errors and using appropriate business language. * Ability to use and understand computer and communication equipment sufficient to carry out administrative tasks and complete work effectively. This includes database and spreadsheet development and usage. * Ability to navigate natural terrain, to load/unload watercraft and vehicles, (including trucks and large equipment) and to endure physical exertion. * Ability to uphold DNR culture of respect. Preferred Qualifications: * Class A Driver's license. * Knowledge and experience of (or the ability to become proficient in) GPS and GIS in establishing locations, marking, tracking, creating databases and reporting. * 2 years of equipment operation and routine maintenance experience (ex: changing tires; operating equipment; backing up large vehicles) on outdoor vehicles and equipment such as tractor loader, backhoe, one ton and larger trucks, pickups, OHV’s and riding mowers. * Experience and skills assessing Area and State Park programs (i.e., water rec, snowmobile programs) and facility condition. * Experience providing direction to field staff, volunteers or other supplemental work groups for work plans. * Interpersonal and conflict resolution skills sufficient to create and maintain a positive work environment for staff and positive experience for recreation users. * Experience establishing work priorities, scheduling work assignments, and instructing employees on how to complete their work tasks, etc. * Public contact experience. * Conflict resolution skills sufficient to deal effectively when issues arise. Physical Requirements Requires occasionally lifting articles such as 50 pounds maximum and frequently lifting and/or carrying objects such as heavy tools and file boxes. This job may require walking or standing to a significant degree on rough terrain or may involve sitting most of the time with pushing and pulling of arm and/or leg controls.
