This position exists to lead the Environmental Analysis and Outcomes Division activities of the Minnesota Pollution Control Agency in support of the strategic objectives of the Agency. The Environmental Analysis and Outcomes Division monitors and evaluates Minnesota’s environment, analyzes and applies data, and makes data accessible to agency staff, stakeholders and residents. The division identifies environmental threats and impacts to human and ecosystem health, and measures progress toward meeting environmental goals. The position also helps provide overall agency direction and leadership through participation on the Commissioner's Senior Management Team and serves as an Executive Champion on at least one key cross­ agency management team. The position directs management and oversight of all the programs within the scope of the Environmental Analysis and Outcomes Division, in conjunction with the Commissioner, Deputy Commissioner, and Assistant Commissioner.

Minimum Qualifications

Five (5) years of supervisory experience of operational or environmental program experience

OR

Three (3) years of managerial experience with oversight for the operations and/or implementation of environmental programs

AND

Experience developing and managing annual and/or biennial budgets, and implementing internal controls and fiscal accountability.

Experience in contract development and management.

Experience in directing and supporting change efforts for continuous improvement.

Ability to resolve controversial, sensitive, complex issues with diverse parties.

Experience with strategic planning including the development of strategic and operational measures.

Communication skills sufficient to clearly, concisely and effectively communicate with a wide range of individuals and groups.

Support of diversity, equity and inclusion efforts in a workplace setting.

Possess a valid Driver’s license (see additional requirements).

Preferred Qualifications

Demonstrated understanding of the principles and practices of environmental protection and the interrelationships of those factors to MPCA’s programs and services.

Knowledge and experience with the federal Clean Air Act and Clean Water Act, and state laws for air quality and water quality.

Knowledge of State and Federal government budgeting processes.

Experience with operational functions, to include human resources, fiscal management, information management, facilities management, support services, process management, and performance management.

Experience with the Incident Command System, emergency readiness, COOP, safety, and security.

Experience with the state legislative process.

Experience in developing and implementing public policy and rulemaking to ensure compliance with legal processes, deadlines, and transparency.

Ability to share a clear vision and to think, plan, and lead strategically.

Understanding of Environmental Justice and ensuring the fair treatment and meaningful participation of all Minnesotans, including communities of color, low-income communities, and Tribal Nations into the agency’s work.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
