Raytheon Technologies Mgr III Subcontract Management in El Segundo, California

Job Description:

Raytheon Space and Intelligence (RIS) is looking for an experienced Supply Chain Manager to join its Space Systems Supply Chain Acquisition team. You will report directly to the Sr. Manager, supporting the Space & C2 Mission Area. As a front line manager, you will be responsible for leading a high-performing Supply Chain Acquisition team in the execution and management of inter-business and external purchase orders/agreements and proposal support. Direct engagement with programs and other business functions in consulting, shaping acquisition strategies, supporting internal and external audits, delivering compliant proposals, executing against plans, and managing POs through contract closure. You will be responsible in managing the team’s workload to include overseeing the team’s issuance of supplier POs and agreements that are fully compliant to RIS’s policies/procedures, to the Federal Acquisition and ITAR Regulations, and public law requirements; ensuring the team’s supplier performance meets expectations and provide direction, as well as escalation, when expectations are not met; cultivating business relationships with executive management at key/critical suppliers; manage MRP, sales, and labor budget metrics. Responsible for identifying opportunities and strategies to reduce risks and costs, including developing material cost reduction plans and process efficiency initiatives

Activities and responsibilities include, but are not limited to:

Provide coaching and performance development to build team skills and knowledge

Drive execution of best practices and tools

Workload balancing. Continuous alignment of skill sets with current and future assignments

Manage labor budgets

Development of complex subcontract management plans

Oversee the planning, release, and management of all aspects of acquisition transactions, ensuring compliance to company policies and procedures

Proactively recognize risk and development of root cause and corrective actions

Develop and manage both routine and strategic relationship with suppliers

Lead and/or facilitate Space’s material acquisition strategy that spans all phases of life cycle

Work with the team, and the IPT, in evaluating performance to plan, and assessing variances

Provide routine status reports to the senior level management

Support Program proposals, negotiations, and customer reviews as required

Assist in developing and reviewing supplier negotiation strategies and providing management coverage on supplier negotiations

Required Skills:

Minimum of 10 years of subcontract or procurement management experience

M anagerial or team lead experience

Experience with defense acquisition and purchasing execution under DoD regulations

Experience with FAR, DFARS, ITAR, Price Analysis, Cost Analysis, Long Term Agreements, Proposals, exceptions to Terms and Conditions, Fixed Price and Cost Reimbursement type contracts, Negotiation of Price and other business terms

Risks & Opportunities (R & Os)

Experience leading both internal and external stakeholders including senior leadership, building and managing teams, as well as working with groups across different functions

Experience in contracts requirements flowthrough and development of comprehensive Supplier Statements of Work (SSOW) and subcontract management plans

Experience with risk management, utilizing root cause and corrective action tools and best practices

Lean/Six Sigma certified with experience leading process improvement events and root cause corrective action activities

U.S. Citizenship status is required as this position will need the ability to access US only data systems

Desired Skills:

Experience in major sub-system subcontract management at the Prime level

Experience in contract requirements flowthrough and supplier statements of work

Understanding of Termination Liability and Expenditure profiles

Understanding of Change Management and Configuration Management

Thorough knowledge of subcontract formulation, Supply Chain practices, and pre/post award PO administration

Proven negotiation skills with the ability to define strategies and assist in negotiations

Experience implementing Six Sigma principles, Six Sigma Certification or equivalent

Root Cause & Corrective Action tools

PRISM or SAP MRP System Experience

Active Security Clearance: DOD or SSBI preferred

EVM Certified

NCMA Certification preferred

Required Education (including Major):

Bachelor's Degree (B.A. or B.S.) in business, management, supply chain management, contracts or related experience.

Desired Education: Master's Degree (MBA or MS) supply chain management preferred.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
