UnitedHealth Group Payroll Compliance Analyst - National Remote in Eden Prairie, Minnesota

The SCA Payroll Compliance Analyst is responsible for administrative work associated with ensuring Optum complies with the McNamara O’Hara Service Contract Act and assists the businesses that have been awarded contracts with SCA provisions.

Primary Responsibilities:

  • Ensure payroll processing and SCA administration, audit, issue research and resolution is completed accurately and timely

  • Identify SCA employee coverages and exemptions

  • Provide SCA subject matter expertise with contract renewals, modifications, price-adjustments, solicitations, and re-solicitations

  • Map SCA employees accurately to corresponding labor codes in the DOL’s SCA Directory of Operations

  • Ensure SCA employees are paid according to correct wage determinations (WD); collaborate with Contracts on necessary conformances absent WDs and/or labor codes

  • Make necessary payroll adjustments to account for annual updates to the Federal Contracts Minimum Wage

  • Be the SCA employee’s point of contact to address any questions relating to SCA, to include benefits, pay, PTO, fringe, etc

  • Ensure regulatory required wage information is posted prominently for SCA employees (electronically for full-time telecommuters and physically for hybrid and full-time employees)

  • Assist with implementation, improvements, or changes of procedures and/or systems to increase efficiency and improve the existing SCA payroll processes

Required Qualifications:

  • 2+ years of experience working in government, legal, health care, managed care, and/or health insurance

  • 2+ years of experience in payroll experience to include a level of proficiency with SQL (novice) and with Microsoft Excel (intermediate), including formulas such as VLOOKUP, pivot tables, etc. (Macros a plus)

  • Proven solid analytical and critical thinking skills

  • Demonstrated ability to work in a challenging environment and manage multiple tasks with hard deadlines simultaneously

  • Proven excellent verbal and written communication skills

  • Experience with project documentation discipline

  • Proven solid understanding of how to build efficient processes

  • Proven experience communicating complex information via phone conversations and emails to non-technical clients, external customers, internal customers, and executives

  • Proven experience working independently with minimal direction

  • Intermediate or better proficiency with MS Word, MS Excel, and MS Outlook

Preferred Qualifications:

  • 4+ years of experience working in government, legal, health care, managed care, and/or health insurance

  • 4+ years of experience in Payroll

  • 1 + year of experience with Service Contract Act

  • 1+ year of Developer experience with Power BI

  • Proven experience with Deltek Costpoint, SQL, and Macros

  • Proven experience with government contracting accounting

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
