Position Summary

Aetna’s Medicaid Proposal Director/Lead Director Project Program Manager leads end-to-end proposal activities for large, complex Medicaid proposals.

The Proposal Director ensures high engagement and collaboration across the enterprise and among internal and external teams, ensuring a fully compliant and responsive submission. You will work with senior leaders and key contributors to establish and fully understand the vision for the proposal and coordinate among team members to ensure highly effective execution that leads to winning bids for new and existing markets. As the Proposal Director you will be responsible for adhering to and promoting the established processes, using our tools, influencing the proposal-specific strategy, and ensuring a high-quality product. You will thoroughly review, assess and action as appropriate all proposal material.

You will provide a consistent, repeatable experience for all contributors involved in the proposal process. The Proposal Director is viewed as the trusted central authority and point of contact on all relevant proposal activity. You will anticipate and solve for issues and effectively mitigate risks. As well as communicate exceptionally well to inform and align team members around a common vision and approach.

You’ll be able to work remotely from anywhere in the continental United States in this role.

Required Qualifications

  • 5+ years’ experience leading and developing large government proposal responses

  • Strong project management, planning and coordination skills

  • Project management or equivalent certification or 5+ years in project management

  • Proposal process expert

  • Group presentation, leadership, and facilitation skills with numerous participants, including senior leaders/executives

  • Strong written and communication skills

  • Advanced MS Office suite proficiency

  • Precision with details that lead to 100% compliant proposal responses

  • Familiarity with Shipley methodology, working knowledge preferred

  • Proven ability to build and maintain strong relationships and collaborate well with all internal stakeholders, including Proposal Team members

  • Ability to adapt to changing priorities, swiftly identify/execute creative solutions and effectively navigate demanding situations

  • Ability to work independently and with team members to produce high quality results that meet external and internal client expectations under tight timeframes

  • Ability to work extended hours as proposal schedule requires

  • Able to travel (up to 15-20%) within the U.S.

Preferred Qualifications

  • 7-10 years’ experience in government (state-level) proposals strongly preferred

  • Medicaid and/or healthcare experience strongly preferred

  • Eastern or Central Time Zone preferred, but not required

  • Association of Proposal Management Professionals (APMP) certification(s)

  • Experience developing competitive analyses and analyzing/applying findings

  • Experience creating executive presentations

Education Bachelor’s degree in a related field (e.g., Marketing, Communications, Journalism, Technical Writing) or equivalent experience.

Pay Range

The typical pay range for this role is:

$100,000.00 - $231,500.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
