This position will assist the proposal team with the preparation, assembly, and submittal of assigned Gas, Fuels & Chemicals or Energy & Process Industry proposals. Assigned proposals are generally of small to moderate scope and normal risk profile. Accountable for assisting in completion of proper risk reviews for theassigned proposals and reviewing cost estimates and commercial and technical exceptions with all proposal team members. Provide proposal management support to Proposal Manager.
Interpretscomplex RFPs. Proactively sets and drives deliverable schedules. Researches, finds, and compiles relevant information for pursuit teams. Direct contact and ownership of subconsultant coordination and information. Identifies need for and coordinates internal supporting resources. Drives best practice and timely responses with a diverse team of SMEs. Meet deadlines and drive schedule to achieve delivery requirements. Familiar/usability with InDesign and PowerPoint. Skilled in InDesign and PowerPoint.

Our Gas, Fuels & Chemicals Business provides services from consulting, design, full engineering, procurement and construction (EPC) and commissioning/start-up of LNG facilities, Floating LNG facilities, gas processing and NGL fractionation, gasification/ gas to liquids, hydrogenand ammonia/fertilizers. Our knowledge, capabilities, and innovation include our proprietary PRICO® technologies. This enables our team to assess and choose tailored solutions with greater quality and efficiency for our clients. The value chain spans natural gas and natural gas liquids, midstream, wholesale markets, power generation and utility segments.
Supports the proposal effort on assigned proposals based on guidelines set by the Proposal Review Board (PRB).
Assists in coordination with business partners to establish the proposal schedule and seeks resources from the Director, Proposal Management to support the proposal schedule.
Interfaces with Proposal Coordinators to collaborate on writing, editing, production, assembly, and delivery of assigned proposals.
Tracks assigned Expanded Scope prospects and proposals within the ECRM system and updates and reports the status of those proposals to Director of Proposals and to expanded Scope senior management as appropriate.
Active implementation of proposal process improvements, incorporation of lessons learned and cost reduction ideas, and analysis of market intelligence of competitors.
Participate in proposal plan and schedule development.
Participate as required in BOQ reconciliation meetings and Cost Review Board meetings.
Follow up on CRB actions and alignment of cost assumptions and RFP clarifications.
Assists in the coordination and integration of reviews by legal, contracts, insurance, finance, treasury, and tax support groups for assigned proposals.
Assists in the negotiations with clients, business partners and key suppliers as requested.
Obtains direction from Senior Proposal Manager or Director of Proposals for the business deal points for each assigned proposal.
Coordinate proposal procurement planning sessions with the Procurement Manager including the development and application of global sourcing strategies, supplier and subcontractor alliances, and bid tab reviews.
Coordinate project schedule development with Project Controls including development of manpower loading, schedule metrics, and coordination of cash flows .
Facilitate interface with Black and Veatch Construction staff or Construction partners regarding proposal deliverables required.
Initiate and lead proposal meetings, including kick off, status reviews and Red Team reviews.
Develop pursuit planner based on the solicitation requirements that will be used during the kick off call to assign writing responsibilities, develop or refine sales messaging and win themes, and set schedule milestones.
Monitor proposal progress and drive milestones, priorities and deadlines.
Maintain communication with proposal team on the status of proposal development tasks and proactively address challenges as they arise.
Layout proposal using InDesign template, in alignment with stated requirements and brand guidelines.
Review, proofread and edit proposal sections to be tailored to the solicitation requirements.
Provide input and suggestions to the proposal team to improve readability and overall proposal quality.
Work with graphic design team to develop compelling graphics.
Lead meetings to discuss direction of proposal and feedback from Red Team reviewers and incorporate changes into proposal document.
Coordinate the production, binding/packaging and shipment of final proposal and any accompanying required documents, or prepare electronic documents for submittal.
Archive final proposal files.
Support multiple proposals concurrently.
Bachelor's Degree business, marketing, strategy or journalism preferred.
Proposals, writing, design and layout preferred.
Experience in a fast-paced AEC environment, working with multiple deadlines.
Technical proposals experience.
Strong technical knowledge of industry including all types of power plants; takes initiative (); understanding of financial metrics including PGM, revenue, and overhead costs (Business Acumen); commercial/business knowledge of contracts;
Organizational skills and attention to detail and ability to prioritize competing deadlines.
Critical thinking and problem solving( Identify, analyze, research, evaluate, resolve)
Working independently within a team to complete proposal tasks.
Proactive and self-motivated.
Ability to multitask and drive schedules.
Adobe Creative Cloud Suite (InDesign, Acrobat required / Photoshop and Illustrator helpful.)
Microsoft Office: Word, Excel, PowerPoint.
Project management skills and experience with managing pursuit processes and delivering quality/winning proposals.
Strong interpersonal skills and experience working effectively with diverse teams and contributors.
Strong written and verbal communications skills (including proofreading and editing.)
4+ years of project or proposal experience.
