Position Purpose: The Manager of Program Changes is responsible for managing medium to large sized, cross-functional projects (a total of 50+ participants and/or $15m budget). This position also has full-line management responsibilities including the authority to hire, fire and review subordinate positions. Manages at least three staff, assigning projects and performing QA of each individual’s work product. Will be assigned multiple complex business analysis activities. Responsibilities also include the development and proposal submission and negotiation of cost proposals with the government for assigned projects.
Digital Solutions & Products Requirements:
Minimum 5 years change management experience
Change Management certification required. Prosci Change Management Certification strongly preferred
Previous experience working within the Agile Methodology of Development strongly preferred.
Develop and maintain strong relationships with Product Team members, Health Plans, and cross-Functional Stakeholders to exchange information and receive feedback on planned and unplanned products and activities.
Lead the development, implementation and evaluation of strategic, tactical and operational stakeholder engagement activities.
Lead stakeholder outreach activities to create an open and continual dialogue to understand key concerns. This role is also responsible for creating an action plan surrounding those issues and concerns.
Create the communication/rollout plans for major capabilities in partnership with Product Owners.
Provide visibility to Agile KPIs including delivery performance, prioritization and value capture.
Coach Engagement Liaisons through the development and execution of large capability rollouts including (but not limited to) UAT, Training, and communication activities.
Partner with Product Leaders across the DS&P organization to align stakeholder activities in accordance with the overarching stakeholder management strategy.
Assist in the development of and recommend line items for the departmental budget.
Prosci change management certification (required) and any Agile/SAFe certification/experience (highly preferred).
Education/Experience: Bachelor’s Degree in Business or related Field. Demonstrated experience (minimum five years) successfully managing (as the primary project manager) multiple complex projects using ANSI standard project management methodology. Three to five years supervision experience. Health care or TRICARE experience. Extensive general business experience. Experience in a Federal or State contract environment
Prosci change management certification (required) and Agile/SAFe certification/experience (highly preferred).
