This position exists to facilitate sustainable materials management (SMM) policy and programs within the agency as a part of the SMM Core Team and with an emphasis on waste reduction and reuse as a means of reducing environmental and climate impacts across the state. This work spans multiple topic areas, including, but not limited to food, buildings, and consumer products. Key focuses include planning, organizing and administering program activities related to sustainable materials management, monitoring and evaluating progress by leading grant programs and managing grant contracts, developing and tracking policy to support sustainable materials management, and providing technical assistance, research, and outreach intended to increase SMM opportunities in Minnesota and reduce the environmental and climate impacts of statewide consumption. The position will act according to the Agency’s responsibilities under the Waste Management Act, the Toxic Pollution Prevention Act and other state and federal statutes. This position will work with citizens, businesses, local units of government, state agencies and others to increase SMM (waste reduction and reuse) and will work with the Materials Management, Product Stewardship, and Toxic Reduction Team to ensure coordination and collaboration within the MPCA.

Minimum Qualifications

Bachelor’s degree in a scientific, environmental, planning, or public policy area and two years of professional experience that includes experience working in environmental protection, materials management, solid waste, and climate efforts/ climate mitigation, or related environmental field.

OR

Three years of professional experience working in in environmental protection, materials management, solid waste, and climate efforts/ climate mitigation, or related environmental field.

AND

Project management or grants management experience that includes handling multiple tasks and deadlines.

Experience managing and tracking budgets.

Strong written and verbal communication skills including experience communicating and collaborating with others in a work environment.

Problem solving, planning, organizational, and computer skills (such as Office 365 and similar software).

Preferred Qualifications

Knowledge and experience with:

Waste reduction and reuse program and policy development.

Developing, implementing, and administering grant programs.

Coordinating and outreach with administrative functions such as contracts, fiscal, business support and communications.

Collaborating with federal agencies, state agencies, local governments, nonprofits, community groups, and other external parties.

Education and outreach, including presentations and public speaking.

Ability to summarize technical information into documents and presentations.

Environmental programs, rules, and policies administered by federal, state, and local governments.

Physical Requirements

Requires occasionally moving such articles as file boxes and heavy hand tools or heavier materials with help from others and/or moving light objects frequently. A job is in this category may require maintaining a stationary position to a significant degree or may involve a certain amount of moving necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
