National Grid is hiring a Principal Policy Analyst for our New York Customer Energy Management department for location in any one of our NY offices: Buffalo, Syracuse, Albany, or Brooklyn NY.

Job Purpose

The Principal Policy Analyst will provide key insights and leadership on the development of the energy efficiency regulatory strategy working closely with internal and external cross-functional teams and the New York State Department of Public Service energy efficiency Staff to deliver on all necessary objectives and providing industry best practice guidance for energy efficiency, electric demand response, and gas demand response programs.

The overall goal of this collaborative role will be to lead, organize, enhance, and leverage knowledge and resources in the pursuit of the Clean Energy transition that New York State has embarked upon and the pivotal role National Grid plays today and in the future.

Other responsibilities to include special projects, providing support in reporting, compliance, planning, and regulatory analysis to achieve alignment of internal, regulatory, and stakeholder priorities while maintaining a focus on meeting customer needs and expectations for energy efficiency, demand response, beneficial electrification, and other clean energy solutions.

This role is based within the Customer organization, Customer Energy Management NY that leads the development of energy efficiency plans to be filed with regulators on behalf of the Company. The role will have a focus on energy policy analysis, development, and advocacy. Expertise working cross-functionally is critical in this role to ensure many Company and stakeholder needs are managed on an aggressive timeline.

Key Accountabilities

  • Lead in the development and implementation of the energy efficiency policy strategy for all three operating companies in New York ensuring energy efficiency policies of the organization align with the policies outlined by government agencies;

  • Analyze and distil climate-related findings to inform internal or external stakeholders;

  • Supports CEM Policy Team by contributing to reporting, compliance, planning and regulatory analysis functions, as required. Collaborates with CEM Product Developers and Product Owners in fulfilling these tasks;

  • Tracks, communicates, and summarizes relevant regulatory filings and orders in the NY Public Service Commission dockets. Communicates relevant policy development and trends to the CEM NY, Delivery, Legal, Corporate Affairs, and Regulatory Strategy teams. Leads CEM NY response to active filings. Supports rate case development efforts from a policy perspective;

  • Develops an understanding of customer needs and priorities, including differences that may exist among segments of customers. Applies critical thinking through insight gained via customer experiences, research, analysis, CEM team experience, and best practices to advocate for energy efficiency policy solutions that meet or exceed customer expectations;

  • Understands New York’s climate and energy policies in The Climate Leadership and Community Protection Act (CLCPA), the New Efficiency New York (NE:NY) docket, the Energy Efficiency and Building Electrification (EE:BE) planning process currently in progress, and supports the Company’s 80x50 goal to reduce greenhouse gas emissions ensuring that these goals are represented during the energy efficiency planning process by working with policy makers collaboratively;

  • Comfortable and confident presenting in front of an audience to include internal and external stakeholders, advisory councils, and regulators at the NY Public Service Commission and Department of Public Service developing trust-based relationships;

  • Leads the optimization of product and service development to support regulatory requirements, meet compliance obligations, electric and gas delivery system needs, and achieve success by creating value for customers and driving improved financial outcomes for National Grid;

  • Prepares a variety of energy efficiency related regulatory strategy papers, reports, summary documents to integrate energy policy improvements and/or compliance activities.

Qualifications

  • A Bachelor's degree in a relevant discipline coupled with 10+ years of related experience in one or more of the following fields related to energy: energy policy and government, regulatory affairs and strategy, or rate case development:

  • Possess a comprehensive understanding of the electric and gas regulated industry with a sound knowledge of local and national energy policy, energy efficiency program planning, design, implementation, and rate case development;

  • Experience interfacing with State and/or Federal agencies;

  • Demonstrated capability to lead in energy efficiency policy in the relevant energy sectors;

  • Proficient in relevant software e.g., Microsoft Office products (Excel, Word, PowerPoint);

  • Excellent oral, written, and presentation communications skills representing in regulatory forums;

  • Sees patterns or trends in energy efficiency, demand management, and climate change data, noticing when something is similar to the past and applying previous learning to current situation;

  • Establishes the facts by digging deeper, asking probing questions and challenging initial responses from diverse sources within the customer energy efficiency area;

  • Promotes team effectiveness by soliciting input from team members, communicating expectations of the team and delegating responsibilities while providing support and structure;

  • Experience tracking, analyzing, and reporting on how the following will affect the ability of company/state to achieve climate and energy goals, energy costs, energy reliability and resilience, and customer energy burden:federal and state clean energy policies and programs,utility clean energy planning and activities,renewable portfolio standards and compliance mechanisms,utility regulatory policies and regulation;

  • Experience leading large stakeholder workgroups, including establishing team objectives, building consensus, and achieving actionable outcomes.

Salary

$122,000 - $143,000 a year
