JOB OVERVIEW

Ontario Power Generation (OPG) is looking for a dynamic, strategic and results-driven professional to join our team in the role of Planning & Cost Control Technician.

Reporting to the Manager, Contracts Management Office, this position is responsible for providing technical planning, scheduling, cost control and project management assistance to various groups, including activities such as, develop logical work sequences, resource requirements and allocations, prepare and maintain resource flowed, resource leveled schedules, monitor progress, prepare reports, to support operating, engineering, outage and project work planning, identify and resolve potential problems, recommending opportunities to improve the planning & control process.

KEY ACCOUNTABILITIES

  • Support the First Line Manager (FLM): a. Develop specified work methods, procedures and standards for the work unit. b. Recommend opportunities for improvement to planning methods based on maintaining an up-to-date awareness of section work systems, state-of-the-art cost and scheduling, and project management techniques/methods and new developments in computer software applications. c. Develop and provide specified on-the-job (OJT) training to section staff related to induction of new staff and introduction of new methods and technology. d. Develop approved changes and/or improvements to unit work methods and assist colleagues in implementation of changes. e. Prepare/revise specified procedures and reporting requirements e.g. planning systems manuals, station/ section procedures.

  • Provide assistance to section and station staff to plan work (e.g. FLM, Cost & Scheduling, Cost & Scheduling Analyst, Work Week Leader, System Window Coordinator, Project Manager, Work Coordinator). a. Recommend a logical work sequence and appropriate cost and resource allocation for designated work/projects. b. Provide guidance e.g. through attendance at planning meetings: to identify and resolve potential problems related to planning work/projects; to understand special technical and work requirements as they relate to planning work/projects; on an ongoing basis, identify real and potential scheduling problems and recommend opportunities to improve logical work sequence and resource allocation to the mutual satisfaction of all work groups.

  • Assist the preparation of cost and schedule estimates for capital and OM&A projects identified on Plan schedules. Obtain estimating and scheduling assumptions from Manager or designated source, gather balance of information, and develop estimates and schedules, using selected computerized models. Factor changes into required revisions as received from work groups. Forward work to Manager and appropriate engineer for review and approval. As assigned, work with external groups to develop estimates at each phase.

  • Develop logic and prepare and maintain cost flowed, resource-leveled schedules, including: a. Prepare daily work programs for all plant conditions, as well as long terms plans and work programs used for commissioning, operation, maintenance, modification and installation of plant equipment and facilities. b. Prepare commissioning, operating, maintenance and rehabilitation schedules in accordance with assignment outline provided, and based on the review and analysis of various data, established maintenance, operating and or commissioning and project management procedures, availability of resources such as personnel and materials and within the limits of established priorities and conditions. c. Obtain pertinent technical data as well as time commitments from appropriate work units. d. As directed, collaborate with technical, trades, production staff and others in establishing a logical work sequence and appropriate resource allocation. e. Amalgamate all the data gathered into a logical work sequence and submit for supervisory approval. Using computerized, as well as manual systems, translate approved work sequences into schedules, resources and cost forecasts, and work programs. f. Compare final proposals with schedules and work programs developed for past similar circumstances, or established procedure(s), as a check to substantiate logic of proposed schedules or work program. Set up work events and cost accounts within computerized cost and budget system. g. Submit proposed schedule or work program for line management review and approval. h. Aggregate sub-schedules and information including providing guidance to others to ensure outputs are consistent with requirements. i. Review and analyze technical and other data, previous plans and sub-project overviews, work plan technical data, established operating, commissioning and maintenance procedures, availability of resources and established priorities.

  • Monitor and analyze schedule and cost performance for tasks/projects/work programs as assigned, including: a. Review of logs, work reports, work requests (W/R's), cost and resource reports. b. Obtain pertinent information from personnel through participation in planning meetings, day-to-day discussions, or through computerized work management systems. c. Be required to identify scheduling problems, such as under- or over-use of resources, and inform line management. d. Analyze data, using computerized, as well as manual systems. e. As directed, make recommendations to change and/or improve upon the scheduling process, and submit for line management review and approval. f. Trouble-shoot and attempt to resolve standard and non-standard problems. g. Assist in the analysis of task/project performance using standard project management techniques including variance analysis and earned value analysis.

  • As directed, verify specified work of other Technicians for compliance with established requirements, correctness and completeness.

  • Assist FLM by specifying, testing and implementing approved changes and/or improvements on information/work management systems. Develop, utilize and/or modify report generators to satisfy report requirements.

  • Prepare and maintain records to monitor and report on various aspects of station performance. As directed, review status of work requests on an ongoing basis. Prepare status reports, as required such as, completed or outstanding work packages, using computerized or manual systems. Provide projection on resource requirements as per established priorities.

  • Prepare for, facilitate, and participate in routine meetings with OPG and external personnel, such as, operational, project, safety and outage planning meetings, to discuss and work with same to deliver effective schedules and cost estimates, and to resolve problems related to same. As required, take minutes of meeting, and follow up with meeting participants to resolve outstanding items. Any issues of a controversial nature are to be referred to the Manager for resolution

  • Maintain an up-to-date awareness of business systems, work practices and schedules through attendance at courses or lectures, reading of technical literature, reviewing of logs, reports, and by ongoing collaboration with other work groups.

  • Prepare/revise reports and maintain records related to status of work requests, schedules and various aspects of work unit performance, e.g. planning systems manuals, station/section procedures, outage reports, etc.

  • As directed, specify, test, implement, and as required, recommend changes and improvements to departmental information/work management/project management systems. May be required to develop, utilize or modify application software packages to satisfy report requirements.

  • Accountable for the health, safety and well being of self and others, in accordance with technical/ operating procedures and standards, and includes the development of technical/operating solutions to problems.

EDUCATION

  • Grade 12, plus up to two years of study in a related field, or equivalent.*

  • Project Management Experience an asset

  • Experience with Primavera Software

  • Ability to prioritize, plan, and execute tasks in a time-effective manner
