**This posting represents a multiple level posting. If the position is not filled by a qualified applicant at the Transportation Specialist level, the position will be filled at the Transportation Generalist Senior level. Only one position.

**This posting is running concurrently with statewide transfer opportunity. Position will be filled according to AFSMCE contract guidelines.

This position is located in Bemidji and has the flexibility to telework part time or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office two days per week, or more dependent upon field assignments.

Examples of work at the Transportation Specialist level for this specific vacancy include but are not limited to:

  • Performs all construction office duties at the Resident Engineer’s Office.

  • Acts as Chief Inspector on complex multi-phase or multi-operational projects, reporting to and working under the general guidance of a project engineer/principal engineer to ensure successful completion of projects.

  • Reviews and maintains project records for technical compliance with state and federal regulations.

  • Performs general assessment and general audit reviews to verify the validity of project records and support documentation submitted from the field for final payment.

  • Coordinates construction office activities and processes and tracks project expenses and activities; and reviews final payments made to contractors to ensure they are procedurally sound and substantially accurate monetarily.

  • Coordinates and manages AASHTOWare software and provides technical support to construction staff.Reviews Special Provisions concerning contract time and liquidated damage provisions so contract time provisions can be administered in accordance with the contract specifications and MnDOT policies.

  • Directs materials testing and performs occasional sampling and material testing in the field, analyzes test results and assures materials meet MnDOT specifications to secure certification of a construction project and determine the impact of test results and make recommendations related to materials, structural integrity for roadway and/or bridge construction projects.

  • Checks contractor payrolls, Equal Employment Opportunity (EEO) reports, On-The-Job Training reports and distributes to correct agencies to ensure contract requirements are met.

  • Assists in preparing and processing Change Orders, Semi-final Vouchers and Encumbrance Letters as designated by engineers to ensure proper documentation and timely payment is made.

Examples of work at the Transportation Generalist Senior level for this specific vacancy include but are not limited to:

  • Performs construction office duties at the Resident Engineer’s Office.

  • Uses AASHTOWare software to manage information for construction projects.

  • Assists the Chief Inspector on a significant portion of complex projects by completing complex inspection activities to ensure successful completion of projects.

  • Serves as the Chief Inspector on less complex construction projects to ensure successful completion of projects.

  • Performs and/or directs frequent/routine field testing of construction materials (for example. grading and base, bituminous, and concrete), analyzes test results, and verifies material quality and determines if construction materials meet MnDOT specifications.

Minimum Qualifications

The level of experience to perform this job at the Transportation Specialist level can be achieved with:

  • Four (4) years of experience performing Contract Administration (roadway and/or bridge construction) activities or related activities.

Note: A two year Civil Engineer Technology Degree or Bachelor of Science in Civil Engineering or equivalent may substitute for the one year of experience listed (in order for education coursework to be considered in lieu of work experience you must submit a copy of your transcripts).

  • Working knowledge of English sufficient to read, write, speak and understand oral and written information; communicate with employees and the general public in-person or via two-way radio and other electronic devices; and to maintain routine written logs and simple records.

  • A valid Class D Driver’s License.

The level of experience to perform this job at the Transportation Generalist Senior level can be achieved with:

  • Two years of experience performing contact administration (roadway and/or bridge construction) activities or related activities:

OR

  • A combination of one year of experience in any of the following areas may substitute for one year of performing contract administration (roadway and/or bridge construction) activities: bridge maintenance, bridge safety inspection, contract administration (roadway and/or bridge construction), design, hydraulics, materials, soils, permits, planning, predesign, right of way, road surface/roadside maintenance, signs, surveys, snow/ice, and/or traffic engineering.

Note: A Two year Civil or Construction Technology Degree or the following four year degrees: Architectural, Civil or Mechanical Engineering; Land Surveying / Geomatics; or equivalent may substitute for one year of experience. (In order for education coursework to be considered in lieu of work experience you must submit a copy of your transcripts).

  • Working knowledge of English sufficient to read, write, speak and understand oral and written information; communicate with employees and the general public in-person or via two-way radio and other electronic devices; and to maintain routine written logs and simple records.

  • A valid Class D driver’s license.

  • Final applicant that receives a contingent job offer will be invited to take a computerized Math and Reading Assessment Test. The required passing score for the Math portion is a level 5 or higher and the Reading portion is a level 5 or higher. If you’ve previously taken and passed the math and reading assessments, you may be exempt from retesting. Please check with your district HR office.

Physical Requirements

A pre-placement physical examination is required for this position.
